こんにちは 、う たこ です 。

この podcast で は アメリカ 生活 、海外 生活 を する 中 で 感じている こと や 苦労している こと 、

世間話 や 愚痴 など 話して 共有 して います 。 今日 は です ね 、まず 皆さん に お 願い が あります ！ 新しい コーナー の ひとつ と して 質問 コーナー を 作ろう と 思って いまして 、

名付けて 「答えて ！ うた こさん 」なん です が 、特に なんの 捻り も なく 、皆さん から いただいた 質問 に お答え する 、その トピック に ついて 話す という コーナー です 。

というのも ね 、

最近 忙しくて 1 日 が 24 時間 で は 足りない ！ と いう 状況 でして 、ポッドキャスト の ネタ を 考える のに も 結構 苦労 して まして 、

何 を 話そう か な 、 どんな トピック が いい かな ーって 思いつく の が 結構 大変だったり する ん です よ 。 お 題 が あれば ね 、話し出せば 話せる タイプ だ と 思う んです 、私 。 どちら か というと 。

と いう こと で ね 、もう リスナー の 皆さん に 助けて もらおう 、大 作戦 です 。

アメリカ に 関係 する こと で も いい し 、英語 に 関する こと で も いい し 、日本 の こと で も いい し 、

真剣な 質問 から くだらない 質問 まで 、とにかく 本当に 何でも いい です 。

アメリカ で 今 まで 行った レストラン で 一 番 気に入った レストラン は ？ と か ね 。

これ って さ 、どう な んですか ね 、今 の ところ 、いつも 質問 を 受け付けて います って 感じ に しよう と 思ってる んですけど 、人気 ユーチューバー とか 、芸能人 みたいに 、インスタ の ストーリー とか で 「何か 質問 あります か ？ テヘペロ 」みたいな 感じ で 、質問 企画 ！ みたいに 、今 受け付けて います ！ って 時間 を 決めて やった 方が いい んです か ね 。

でも さ 、私 そんな こと して も 、リスナー 数 が めちゃ 多い と か で も ない し 、

インスタ も ツイッター も フォロー して くれてる 人数 も 多く ない し 、

そんなに 質問 集まら ない 気 が する んです よね 。

ま ぁ 、でも やって みよう か ね 。 わから ない 。 どう しよう 。

だって さ 、「何 か 質問 あります か ？ 」と かって インスタ で 聞く のって 、恥ずかしく ない ？ ちょっと 有名 人気 取って る …みたいな 。

何 だ この 人 は 。 って 感じ に なら ない か な ー 。 こういう ところ 、小心者 な んで ね 。

あー でも ね 、たまに そう やって 質問 を 集める の も いい です ね 。

基本 、いつでも 質問 大 歓迎 です 。 いつでも ください 。

web サイト の コンタクト ページ から でも 、email でも 、ユー チューブ の コメント でも 、それ から SNS です ね 。 ツイッター 、インスタ から でも 、 OK です 。

で ね 、 Web の コンタクト ページ の フォーマット を 少し 変えます 。 質問 欄 作っちゃ おう と 思います 。 普通に メッセージ を 送って くれよう と して いる 人 に も 、何か 質問 を 入力して もらっちゃおう 作戦 で いこう と 思います 。 で 、そういう 常日頃 から 募集 する こと プラス 、たまに インスタ や ツイッター で 質問 受付 やります 。 もしも 見かけた 方 は です ね 、その 時 思いついた 質問 、何でも いい ので 送って くださる と ありがたやー です 。

「今日 の お 昼ご飯 何 食べた ？ 」と か で いい です 。 「今週 末 の 予定 は ？ 」と か 、そんな 質問 も 大 歓迎 です 。

もちろん 深い 質問 でも OK です 。

普段 から この ポッドキャスト で は 、できる だけ 幅広く 、色々な トピック に ついて お話したい なーって 思っている のです が 、話したい 事 が たくさん ある 時 も あれば 、何 話そう かって 思いつかなくて 困る 時 も 多い んです よ 。 特に コロナ の パンデミック で 自粛 生活 に なって から は 、そんなに エキサイティングな 出来事 も 起こらないで すし 、家 に いる だけ な ので 。

そう する と 余計に お 話 できる ような 話題 が なかったり する んです 。

と いう 事 で ね 、

この コーナー で は 、 アメリカ に 住んで いる 皆さん が 、

あー 、 そうそう 、 わかる ー 、 うん 、 それ よく ある わ ーっと 共感 する であろう 、 アメリカ 生活 に ついて の ある ある 話 を シェア して います 。 それでは 早速 参りましょう 、今回 の アメリカ ある ある は こちら 「アメリカ に は 警察 以外 にも 警察っぽい やつ が 複数 存在する 。 Police,Sheriff,Highwaypatrol,Marshal、ちょっと 色々 あり すぎて わから ん わ ！ 」今回 は 、ずっと ボヤ 〜と していた 事 に ついて 、ちょっと これ を 機に 調べよう と 思いまして 。 アメリカ って 、警察っぽい やつ が なんか 複数 存在 する んです よ 。 Police , Sheriff , Highway patrol , Marshal と か です ね 。 他 に も ある んです か ね 。 まあ 私 が 目 に する 、耳 に する の は この 4 つ なんです が 、

ほら 、私 は 善良な 一般人 な ので 、警察 とか の ご厄介に なる こと なんて 無い んで 、アメリカ に 来て 初めの うち は こんな 違い が ある なんて 知らなかった んです よ 。

街 中 で 見かける の は 全部 警察 だ と 思って いた んです 。

でも 少し したら 、あれ 、これ 警察 じゃ ない 。 って 気づく こと が 増えました 。 というのも ね 、みんな ほぼ 一緒の 車 に 乗ってる んです よ 。

たぶん 州 や 地域 に よって 警察 の 車 、警察 の 車 って 日本語 で なんて いう んだっけ 、やばい ど 忘れ した 。 パトカー か 。

そう 、パトカー の デザイン って 違う と 思う んです けど 、私 が 住んでいる 地域 は 、黒 ベース で サイドボディ が 白 に なっている 四駆 SUV か 、セダン か な 、が 一般的 何 ですけど 、その ね 、 Police も Sheriff も Highway patrol も 、みんな 同じ 車 なんです よ 。 Marshal は 私 あんまり 見かけ ない ので わから ないです が 。

同じ 車 で 、サイドボディ に 書かれて いる 言葉 が 違う んです 。 Police な の か 、 Sheriff な の か 、 Highway patrol な の か です ね 。

もしかすると 、デザイン も 少しずつ 違う の かも しれない です けど 、

道 で 見かけて その 文字 を 見 ず に パッと 、あ 、これ は Plice の 車 だ わ 、これ は Sheriff の 車 だ わ って 一般 の 人 は 区別 が つか ない と 思います 。 たぶん 。

で 、初め の 頃 は 、見かける パトカー は 全部 警察 だ と 思ってた んです が 、道 で パトカー が 止まってる と 何か あった の かな ？ って 見る じゃ 無い です か 。

そ したら あれ 、 Police じゃ 無い バージョン の 車 も ある 。 気づく ように なりました 。 その 違い な んです が 、

まず 、 Police は 、日本 語 訳 と して は 警察 官 何 です が 、市 City です ね 、を 管轄 する 機関 です 。

いわゆる 普通の 警察 です よ ね 。

で 、 Sheriff は 、日本語 に 訳す と 保安官 だ そうです 。

って いう か この 時点 で ね 、日本 で 保安官 って ある ？ ちょっと ね 、私 が 無知 過ぎて あれ なんです が 、保安官 って 日常 生活 の 中 に は 居ない です よね 。 海上 保安 庁 、の 保安官 と か ？

まあ 日本 は 今回 どうでも 良い のです が 、

アメリカ の 保安官 、 Sheriff は 、郡 County を 管轄 している 機関 です 。

「郡 、カウンティ 」に あまり 馴染み の ない 人 も 多い と 思う んです けど 、州 が あって 、その 中 に 郡 が あって 、その 中 に 市 City が あります 。 だから 郡 の 方 が 規模 が 大きい です 。

と いう 事 で 、police は 各 市 を それぞれ 担当 して いて 、市内 に 警察署 が 存在します 。 だから 市内 で 起きた 事件 に 対して は Police が 出動 する って 事 です ね 。 で 、市 の 外 で 起きた 事件 だ と 、 Sheriff が 対応 する という 事 に なっている ようです 。

なんか この police と sheriff の やって いる 業務 の 内訳 と か 、管轄 の 仕組み は 州 に よって 違う みたいな んです よね 。

これ が さ 、本当に アメリカ わかり に くい です よ ね 。 州 ごと に 違う こと が 多過ぎます よね 。 な ので 、もしかすると 皆さん が お 住まい の 地域 で は 私 が 話して いる の と は 少し 違う かも しれない で す 。

Police が 市 内 を 担当 。 Sheriff が 市 外 を 担当 と 簡単に 言う と そう 言う 分担 の 仕方 何 です が 、

初め に この 説明 ？ 解釈 を 読んだ 時 に 、ん ？ って ハテナ が 浮かんだ んです よ 。

だって 、日本 で 考える と 、例えば 、私 の 地元 静岡県 富士市 を 例 に 挙げます と 、富士市 が あります 、富士市 の 東側 の 境 超える と 、沼津市 って 言う 市 が ある んです よ 。 同じ ように 北側 の 境 は 富士宮市 だし 、だから 特定の 市 の 外 に 出た と しても 、そこ は また 別の 市 な わけで 、別の 市って 事 は 、そこ の 警察 が いる わけです よ 。 だから Sheriff が 市 外 を 担当 って 言って も 、担当 する ところ ない じゃん って 思った んです よ 。 え 、それぞれ の 市 の 警察 が いる じゃん 。 そもそも 市 の 外 、市外 って 何 なの よ 。 と 。

混乱 した わけです 。

答え として は 、アメリカ と 日本 は こう 言う 面 でも 違う って こと が わかり まして 、アメリカ に は 、市 、市町村 に 属さ ない 、 unincorporated area って 言う エリア ある んですって 。 日本語 で は 、非 法人 地域 と 言う らしい です 。

ちょっと です ね 、 Wikipedia の 説明 を 抜粋 させて いただきます と 、”非 法人 地域 （英 :unincorporated area ）、または 未 法人化 地域 、未 編入 地域 と は 、アメリカ 合衆国 、カナダ 、オーストラリア など の 国 に 存在 する 、市町村 に 相当 する 最小 区分 の 地方自治体 （基礎 自治体 ）に 属さない 地域 を いう 。 これら の 地域 は 、より 大きな 行政 区画 である タウンシップ ・行政 教区 ・バラ ・カウンティ ・市 ・小郡 ・連合州 (英語版 )・プロヴィンス 、あるいは 国 等 に より 管轄 されている 。 ”と の こと です 。 余計 混乱 させて しまった かも しれません 。 アメリカ の 場合 は 、基礎 自治体 は 住民 の 皆 んな の 意思 よって 設立 さ れ る んですって 。 だから 、えー 別に 自治 体 要ら なく ない ？ って 住民 が いた 場合 は 、自治体 が 作られていない 地域 も 存在する らしい です 。 そう 言う 地域 の 警察 と か 消防 と か の 行政 の サービス は 、市町村 で はない エリア な ので 、その 1 個 上 の 大きな くくり である 郡 の 管轄 に なります 。 と 言う 事 で 、市町村 を 担当 している Police で は なく 、郡 を 担当 している Sheriff が 対応 する とい 事 です ね 。

そもそも 、自治 体 要らない って どう 言う 事 ？ って 感じ じゃ ない です か 。

よく わから ない けど 何かと 不便じゃ ない んです かね 。

市町村 を 名乗って 、自分たち の 自治体 が あった 方が 色々 生活 しやすそうです けど ね 。 それ か 、近く の 大きな 市 に 吸収 さ れちゃ うと か 。

何 に こだわって 、その unincorporated area で いる の か 私 に は わから ない んです が 、とにかく そういう 地域 が 存在して 、そこ を sheriff さん 達 が 担当して います 。 実際 ね 、私 が 住んで いる エリア でも 、

ほんの 車 で 10 分 15 分 走る と 、 unincorporated area が ある し 、 時々 この ポッドキャスト でも 話す 、 海 沿い の Big Surって 素敵な エリア が 同じ 郡 に ある ん です けど 、 そこ も unincorporated area だ し 、 けっこう ね 、 たくさん ある ん です よ 。 だから sheriff さん たち 大忙し や ん 。 って 思う んです けど 、

でも まあ ね 、忙しかったら 近く の City の police も 応援 に かけつけて 、結局 協力 して 対応している らしい んです けど ね 。

で 、その 保安官 、 Sheriff の 一番 の 特徴 としては 、

Sheriff は 住民 に よる 選挙 で 選ばれる んですって 。 へ ー 。 人徳 が ない と なれ ない んです ねぇ 。

制服 に も 違い が あって 、私 の 住んでいる 地域 の 場合 です が 、police は 紺色 、sheriff は 茶色 ？ 薄 カーキっぽい 色 の シャツ に オリーブグリーン の パンツ みたいな 。 イメージ 的に は ナショナルパーク の レンジャー みたいな 、 そんな やつ が sheriff です 。 あと sheriff は ツバ の 広い ハット が ポイント です よね 。

カーボーイハット っぽい 形 の ところ も あれば 、頭 の 部分 は 凹んで なくて 丸っぽい 形 の ところ も ある みたいです 。 アメリカ の ドラマ と か 見てる と 出てきます よね 。 はい 、という 、police と sheriff の 他 に も 、 Highway Patrol が います 。 これ は ね 、そのまま 何 です が 、ハイウェイ を パトロール してます 。 フリーウェイ や ハイウェイ とか を 担当 している って 事 です ね 。 そして マーシャル 、私 マーシャル に は 全然 馴染み が ない んです が 、マーシャル は 裁判所 に 関連 した こと を 担当している そうです 。

裁判所 と か の 安全 を 守って いたり 、刑務所 に いる 囚人 を 裁判 の 時 に 裁判所 に 移送 したり 、裁判 の 時 に 目撃者 が 証人 として 出廷 する 時 に その ガード とか を したり も します 。 別々に 別れて るって いう の が 面白い です ね 。 知ら なかった 。

日本 って 警察 です よ ね 。
