这个 太 可怕 了

他 就 知道 这个 事 注定 玩 不久

那么 当时 的 麦道夫 只 搞 了 10% 的 利息

所以 麦道夫 的 骗局 一共 玩 了 20 年

直到 2008 年 金融危机 的 时候

他 这个 骗局 才 突然 暴露

被判 了 150 年 监禁

当时 他 的 这个 被骗 的 投资者

大概 有 650 亿 美元 这么 多

所以 麦道夫 被 称为 史上 第一 的 金融 巨骗

无论是 庞兹 还是 麦道 夫

他们 都 有 一个 共同 的 特点

就是 他们 虽然 宣称 自己 有 某项 投资 行为

比如说 买 邮票 或者 买 股票

但 实际上 他们 并 没有 真正 的 经营 这个 活动

他们 所来 的 利润 来源

都 是 新 的 投资者 进来 的 本金

他们 会 拿 这个 钱 去 补偿 原来 投资者 的 利息

那么 这个 雪球 越 滚 越 大

最后 没有 人 投资者 进来 的 时候

整个 的 系统 就 会 崩盘

老大 要么 就 跑 路 了

要么 就 被 抓 起来

而 投资者 就 血本无归 了

在 前 一段时间

国家 查处 了 很多 非法 的 互联网 金融 组织

那些 很多 互联网 金融 组织

其实 本质 上 是 一种 庞氏 骗局

庞氏 骗局 其实 具有 很大 的 迷惑性

因为 有 的 时候 你 并 不 清楚

他 到底 是不是 参与 了 这个 经营

就 比如说 麦道 夫 的 这个 庞氏 骗局 玩 了 20 年

有 许多 专业 的 投资者 也 被 他们 骗 了 对 吧

但 实际上 有 一种 骗局 是 更加 容易 认清 的

那 就是 金字塔 骗局 或者 是 我们 俗称 的 传销

传统 的 庞氏 骗局 至少 还有 一点 好

就是 你 亏了 钱

但是 其他 的 东西 还 在

那 如果 你 要是 参与 了 新型 的 庞氏 骗局 传销 的话

那 不光 钱 没 了

你 自己 的 亲情 友情 爱情 也 都 没 了

我们 来 说 一说 新 的 骗局

金字塔 骗局 或者 叫做 传销

传销 跟 庞氏 骗局 差不多

它 也 是 用 后来 投资者 的 钱 去 补 原来 投资者 的 钱

但 它 有 一个 区别 就 在于

你 必须 要 拉到 下 一个 投资者

就 发展 你 所谓 的 下线

才能 把 你 原来 的 钱 拿 出来

如果 你 拉 不到 的话 这个 钱 就 没有 了

它 不 像 这个 庞氏 骗局

你 只要 把 钱 放在 那 就 可以 了

那么 在 传销 这里 我们 来 举 一个 例子

这个 例子 就是 现在 还 活跃 着 的 一个 例子

我们 称之为 3M 公司 MMM 公司

MMM 公司 是 在 1989 年 的 时候

由 这个 俄罗斯 人 叫做 马夫罗季 创办 的

当时 马夫罗季 有 三个 兄弟

当然 他们 都 叫 马夫罗季

所以 他们 这 公司 就 取得 他们 姓 的 第一个 字母

叫 MMM 公司

他们 这个 公司 创办 的 背景 是 什么 呢

我们 知道 1989 年 那个 时候 东欧 剧变 对 吧

苏联 马上 就要 解体 了

那么 苏联 在 解体 了 之后

就 出现 了 很大 的 社会 问题

比如说 物价 飞涨

当时 苏联 它 的 通货膨胀率 每个 月 有 25%

也就是说 下个月 这 东西 要 贵 25%

卢布 疯狂 的 贬值

很多 老人 他们 一辈子 的 积蓄

一夜之间 变成 废纸 了

而且 国有资产 还 疯狂 地 流失

就是 当时 苏联 需要 把 这个 国有资产 卖 给 私人

那 谁 能 拿 得到 呢

只有 那些 有 关系 的 拿 得到 对 吧

所以 他们 就 甚至 以 白菜价

就 把 这 国有资产 收入 囊中 了

形成 了 很多 的 金融 寡头

在 这样 的 情况 下 老百姓 就 想

我们 有 没有 一种 方法 能够 拿回 我们的 钱 呢

马夫罗季 就 想到 了 一个 办法

说 我 搞 一 庞氏 骗局 吧 对 不 对

在 1994 年 的 时候

他 把 自己 的 这个 公司 改组 了

本来 这个 公司 是 做 计算机 业务 的

后来 他 就 说 我们 改组 吧

改 组成 什么 呢

改 组成 一个 投资 公司

在 1994 年 的 时候 你 只要 投资 我 这个 公司

那么 你 投资 的 时候 只 需要 半年 的 时间

你 就 可以 拿 回 500% 的 钱

一年 的 时间 就 能 有 1000% 的 利润 是 吧 10 倍

那 你 可以 想象 10 倍 的 利润 一年

这件 事儿 跟 庞氏 骗局 原来 的 庞兹 的 这个 有 一 拼

庞兹 当时 是 45 天 拿回 50%

一年 大概 是 16 倍

他 这个 是 一年 10 倍 差不太多 是 吧

所以 像 这么 高 的 利润

没有 任何 一种 经营 行为 是 做 得到 的

所以 它 很 显然 也 是 一个 庞氏 骗局

不过 因为 当时 是 处于 这个 东欧 剧变 的时候

这个 社会主义 国家 的 老百姓 突然 变 到 资本主义

他们 没有 反应 过来

他们 不 清楚 资本主义 世界 是 怎么 玩 的

他们 以为 这个 行为 是 一种 合法 合理 的 行为

而且 他们 会 认为 这是 一个

我 摆脱 贫困 的 唯一 途径

所以 就 许多 人 相信 了 马夫罗季

在 1994 年 的 2 月 的 时候

这个 项目 开始 运行

一直 运行 到 1994 年 的 7 月 不到 半年 的 时间

马夫罗季 就 吸引 了 1000 万 俄罗斯 人

来 进行 投资

那么 跟 这个 3M 公司 利益 相关 的 人员

可能 有 5000 万人

因为 一个 投资人 他们 背后 还有 亲戚 对 不 对

他们 这个 钱 会 涉及 到 很多 人

当时 投资 有 多大 没有人 知道

因为 他 这个 账 基本 都 不怎么 记

他 只 知道 每天 拿 回来 的钱

就 可以 装满 整个 的 一个 屋子

反正 最后 在 公司 破产 的 时候

马夫罗季 自己 说

我 大概 还有 100 亿 美元

所以 咱们 可以 想象

这个 数额 肯定 是 非常 非常 巨大 的

甚至 跟 麦道 夫 的 骗局 是 差不多 大 的

而且 当时 的 俄罗斯 还 在 一种 剧变 之中

如果 一个 人 很 有钱 他 就 可以 很 有 影响力

比如说 马夫罗季 就 天天 在 电视 上 做 广告

他 在 电视 上 出现 的 频率

甚至 比 当时 的 这个 叶利钦 还要 高

而且 他 有 了 很多 钱 之后

就 可以 去 买 很多 的 国有资产

控制 一个 行业 成为 国家 的 金融 寡头 对 不 对

所以 国家 其实 不太 希望 看到 这种 情况

所以 在 1994 年 的 7 月 22 号 的 时候

这个 俄罗斯 政府 就 表态 了

以前 俄罗斯 政府 跟 这个 3M 公司 的 关系 很 暧昧

后来 就 表态 了

说 不 支持 这种 金融 投机 行为

不 支持 这种 行为

如果 政府 表态 了 之后

这个 3M 公司 和 马夫罗季 能够 认清 现实 的话

他们 还 可以 拿 自己 的钱 去 贿赂 官员

或者说 赶紧 把 这个 项目 停止

然后 用 自己 剩下 的钱

去 投资 一些 这个 俄罗斯 的 基础 建设

也许 他 还有 喘息 之机

但是 马夫罗季 错误 的 估计 了 自己的 实力

他 以为 自己 是 可以 跟 政府 进行 对抗 的

于是 他 选择 了 一条 不归路

就是 跟 俄罗斯 政府 进行 对抗

在 1994 年 的 7 月 25 日 的 时候

政府 宣布 这个 不 支持 之后

25 号 马夫罗季 发表 了 一封 公开信

他 指责 政府 对 自己 的 指控 是 无端 的

而且 如果 跟 自己 作对

就是 跟 5000 万 3M 公司 的 投资者 作对

就是 跟 俄罗斯 1/3 的 人民 作对

同时 如果 政府 敢 宣布 他 的 公司 是 非法 的

他 就要 号召 100 万 的 股东 签名

因为 当时 俄罗斯 已经 是 所谓 的 民主 国家

你 100 万人 签名 之后

就 可以 推翻 现有 政府 跟 政府 对着 干

但是 他 没有 认清

当时 的 俄罗斯 已经 不是 苏联 了

当时 的 叶利钦 也 不再 是 戈尔巴乔夫 了

于是 在 28 号 的 时候

28 日 的 时候

国家 直接 宣布 马夫罗季 这 公司 是 非法 的

因为 社会主义 国家 刚刚 变成 资本主义

所以 没有 什么 特定 的 法律 能够 限制 他

没有 《 反 传销 法 》

于是 就 以 偷税漏税 这个 名义 来 宣布 他 是 非法 的

而且 在 政府 宣布 这 公司 是 非法 了 之后

它 的 股价 也 一落千丈

几天 的 时间 之内

股价 就 从 12 万 卢布 跌到 了 多少

跌到 了 0.1 万 卢布

跌到 了 原来 的 1% 左右

马夫罗季 当时 就 说 说 我们 不要 慌 是 吧

我们 可以 发行 新 的 股票

发行 新股

我们 发行 了 新股 之后 这个 股价 就 稳定 了

其实 这个 伎俩 人家 早就 用过 了

比如 1949 年 的 时候

这 国民党 跑 到 台湾 去 之前 物价 飞涨

于是 就 发明 什么 金元 券 银元 券 换来换去 的

这种 游戏 其实 玩 不了 多久 还是 会 崩盘 的

后来 他 还 号召 自己 的 这个 投资者 们 保卫 自己

所以 有 很多 民众

一方面 大骂 这个 马夫罗季 骗 了 他们 的钱

但 一方面 又 不 希望 马夫罗季 被 抓 起来

否则 自己 的 钱 就 真的 拿 不 回来 了

于是 他们 自发 的 组织 起来

围 在 马夫罗季 的 这个 公寓 旁边

不让 这个 警察 抓走 马夫罗季

不过 这个 叶利钦 是 何许人也

说 你 连 一个 马夫 罗季 都 搞不定

我 还 能 是 叶利钦 吗

所以 在 8 月 4 号 的 时候

派 了 一个 特种 警察 小队

直接 从 这个 窗台 上 进 到 马夫罗季 他们 家

把 马夫罗季 给 抓 起来 了

于是 他 就 被捕 了

被捕 了 之后 其实 这 故事 还 没有 结束

95 年 的 时候

马夫罗季 甚至 还 参选 了 国家 的 议员

因为 当时 民主 国家 你 谁 都 可以 参选

参选 议员 有 什么 好处

有 豁免权 于是 他 就 可以 豁免 了

他 甚至 还 想 参选 总统

以为 自己 是 投资者 可以 把 自己 选上去

但是 国家 很快 宣布 说 他 的 这个 资格 是 非法 的

剥夺 他 这个 选举 总统 的 权利

马夫罗季 从此 就 失踪 了

消失 了 之后 直到 2003 年 的 时候

马夫罗季 又 重新 出现 在 俄罗斯

然后 俄罗斯 把 他 抓 起来 了

抓 起来 之后 到 2007 年 释放

就 这样 的 一个 过程

其实 在 东欧

许多 国家 都 爆发 过 这种 非常 严重 的 传销 行为

比如说 有 一个 著名 的 欧洲 国家 叫做 阿尔巴尼亚

曾经 跟 中国 的 关系 很 好

后来 又 破裂 了

阿尔巴尼亚 是 一个 非常 小 的 国家

人口 只有 300 万

但是 当时 因为 传销 的 行为

席卷 了 阿尔巴尼亚 造成 什么

造成 了 整个 国 发生 了 内战

这个 联合国 派 了 一个 6000 人 的 部队 过去

才 平息 了 这场 战乱

后来 还 死伤 了 2000 人 这么 一个 代价

所以 咱们 可以 想象

这个 传销 对于 国家 的 经济 损害 有 多么 大

哪有 一个 国家 会 支持 传销 行为

不管 是 像 美国 这样 的 典型 资本主义 国家

还是 像 俄罗斯 阿尔巴尼亚 这样 的 国家

都 不会 支持 传销 行为

它 对 社会 的 影响 对 政治 的 影响 都 是 非常 大 的

在 2007 年 这个 马夫罗季 被 释放 了 之后

就 重操旧业

我们 知道 一个 骗子 是 绝对 不会 停手 的 对 吧

在 2011 年 的 时候

他 又 重新 设计 了 一种 这个 诈骗 的 形式

这种 形式 我们 称之为 MMM 金融 互助

这个 名字 很 好听 叫 金融 互助

要 帮助 贫困地区 的 人 摆脱 贫困

就 像 他 在 20 多 年 以前 干 的 这件 事 一样

那么 怎么 摆脱 贫困 呢

然后 这个 A 就 把 自己 的 马夫 罗币 就 给 了 B

那么 B 拿到 了 这个 马夫 罗币 之后 干什么 呢

B 就 说 我 这 马夫 罗币 可以 等 着 增值

马夫 罗币 在 系统 上 利用 计算机 的 方法

它 自动 增值 在 15 到 30 天 的 时间 之内

每 一天 会 有 1% 的 利息

所以 过 了 一段时间 之后

这个 B 手中 拿到 了 这个 马夫 罗币 就 增值 了
