各位 同学 大家 好 我 是 李永乐 老师

在 12 月 28 号 的 时候 央行 发布 了 一则 公告

说 以后 的 贷款 利率 都 要 基于 LPR 利率

以前 已经 签订 了 个人 房屋 贷款

要 在 明年 3 月 到 8 月 之间

转换 成 LPR 利率 或者 是 固定 利率

有 小朋友 就 问 我 说

这 LPR 利率 到底 是 什么 意思 呢

国家 为什么 要 推行 这种 利率 呢

我们 到底 应该 转化 成 LPR 还是 固定 利率

对于 房贷 更 合算 呢

今天 我们 就 来 研究 一下 这个 问题

我们 首先 先 来 回顾 一下

我们 以前 的 贷款 利率 的 方式

这种 方式 我们 称之为 贷款 基准利率 的 方式

我们 的 贷款 利率 都 是 基于 贷款 基准利率 的

这个 贷款 基准利率 是 什么 意思

我们 知道 银行 商业银行 它 有 一定 的 资金

它 可以 把 资金 贷款 给 个人 和 企业

比如说 买 房子 或者 企业 要 买 设备

他 就 可以 向 银行 贷款

那么 个人 和 企业 他 需要 把 本金 和 利息

都 还给 银行

那 这 就 完成 了 一个 贷款 的 过程

这 和 我们 存 到 银行 里 钱 还 不 太 一样

那个 叫 存款 利息

那 这个 利息 我们 称之为 贷款 利息

那么 贷款 利息 是 如何 计算 出来 的 呢

这个 贷款 利率 有 这样 一个 公式

它 等于 首先 有 一个 叫做 基准利率 的 东西

基准利率 是 央行 规定 的 一个 利率

在 基准利率 基础 之上 可以 根据 实际 的 情况

企业 的 资质 情况 个人 的 抵押 情况 加 一个 浮动

所以 在 基准利率 基础 上

加上 1 加上 一个 浮动 的 百分比

这 里面 我们 说 一下

基准利率 是 由 中央银行 决定 的

中央银行 也 就是 我们 的 中国人民银行

它 来 决定 基准利率

比如 它 今天 说 了

说 我们 的 贷款 基准利率 上浮 50 个 基点

那 就是 加 了 0.5%

如果 说 下调 50 个 基点

那 就是 下降 0.5% 的 意思

所以 这个 基准利率

是 可以 由 央行 直接 政策 决定 的

那么 这个 浮动 由 谁 决定 呢

这个 浮动 的 决定因素 就 比较 多 了

首先 是 央行

那 央行 可以 规定 在 某些 贷款 的 情况下

它 就 可以 上浮

某些 贷款 的 情况 下 可以 下浮

再 比如说 国家 的 政策

那 现在 我们 的 政策 是 调控 房地产 房住 不 炒

所以 对于 房屋贷款 的 这个 浮动 一般 都 是 上浮 的

再 比如说 就是 银行

银行 说 我 要 挣钱 哪 对 吧

所以 我 需要 上浮

但是 你 也 不能 上浮 太 多

你 上浮 太多 了 我 就 不 贷 了

我 找 另外 一家 银行 贷

还 有 就是 个人

说 个人 怎么 能 决定 这个 浮动 呢 也 可以 的

因为 你 的 抵押 多 资质 好

那 银行 就 可以 给 你 稍微 下调 一点 这个 浮动

说 你 这个 什么 抵押 都 没有

那 银行 肯定 要 上调 这个 浮动

因为 它 需要 怎么样 需要 对抗 风险

这 是 一种 风险 补偿

我们 举个 例子 来说

比如说 有 一个 人 他 买 房子 做 房贷

这个 房贷 一般 期限 都 比较 长

我们 就 假设 他 是 5 年 以上 5 年 以上

5 年 以上 的 贷款 基准利率 现在 是 4.9%

这个 数 已经 在 4 年 之内 都 没有 变过 了

2015 年调 了 一次 之后 再也 没有 调 过

一直 都 是 4.9% 的 利息

好 那么 在 这个 利率 基础 上

他 的 年利率 到底 是 多少 呢

我们 看 如果 这个 人 他 是 买 首 套房

首 套房 利率 是 比较 优惠 的

但是 因为 房屋 调控

所以 现在 全国 各地

基本上 都 是 上浮 首 套房 的 利率

也 就是 比如说 你 在 有 一个 城市

它 的 住房 利率 是 上调 10% 那 这样一来

你 的 年利率 就是 4.9% 再 乘以 (1+10%)

那 这个 数 就是 5.39%

每年 你 的 利率 是 5.39%

那么 至于 说 具体 你 要 付 多少 利息

我 在 另外 一期 节目

就是 等额 本金 和 等额 本息

有 什么 区别 的 节目 里面 讲到 了 这个 问题

大家 可以 去 回顾 一下

那么 如果 你 是 二 套房 呢

二 套房 上浮 的 就 更 多 了

各个 地区 也 不 太 一样

比如说 二 套房 上浮 是 30%

那么 你 的 年利率 贷款 利率

就是 乘以 (1+30%)

乘 完 了 之后 这个 数 是 6.37%

所以 我们 以前 的 这个 贷款 利率

就是 这样 算 出来 的

那么 假如 有 一天 央行 说 了

我们 要 下调 基准利率

那 这个 数 就 变 了

这个 数 如果 变 了 的话

后面 的 这个 浮动 程度 不变

所以 你 每年 还款额 就 变 了

那 它 如果 说 我 上调 这个 基准 利率

那 你 每年 还款额 就 会 变多

原因 就是 因为 利率 上浮 了 对 吧

但是 这个 折扣 情况

在 和 你 当时 跟 银行 签订 了 协议 之后

就 不再 发生 变化 了

变化 的 是 这个 前面 的 基准利率

和 最后 的 这个 实际 利率

那么 有 同学 可能 就 问 了

说 这样 的 一个 算法 不是 挺 好 的 吗

我们 为什么 要 改 呢

这个 改 是 因为 什么 呢

是 因为 现行 的 这种 方式 它 存在 着 利率 的 双轨制

什么 叫 双轨制 呢

就是 市场 利率 和 政策 利率 它 是 不 一样 的

咱们 先 说 市场 利率

市场 利率 是 什么 意思 呢

就是 市场 它 对于 资金 的 需求 程度 就 决定 了 利率

如果 市场 非常 需要 资金

那 自然而然 利率 就 会 升高

市场 如果 资金 比较 充裕

不 需要 资金 那 利率 就 会 下降

市场 利率 是 怎么 出现 的 呢

比如说 我们 知道 这个 央行

它 可以 向 商业银行 做 投放 投放 资金

但 它 不能 随便 投

不能 印 了 钱 就 给 商业银行

它 需要 通过 一些 方式

比如说 一个 主要 的 方式 叫 MLF 中期 借贷 便利

也 有人 管 它 叫 麻辣 粉 MLF

这个 通过 MLF 这种 方式

央行 把 资金 投放 给 商业银行

商业银行 需要 把 自己 的 一些 抵押物 抵押 给 央行

然后 在 一段时间 之后 把 本金 和 利息 都 还给 央行

那么 这种 情况 下

这 MLF 这个 钱 也 不是 白给 的

你 需要 付 利息 的

所以 说 这个 商行 还 得 把 一个 利息 加上 这个 本金

再 还 给 央行

于是 就 存在 一个 MLF 的 利率

这个 利率 是 央行 决定 的

央行 可以 说 我 现在 想要 市场 上 钱 多一些

于是 它 可以 增加 MLF 的 数额

同时 降低 MLF 的 利率

这样 一来 商行 就 更 愿意 从 央行 里 借钱

借完 了 钱 之后 投放 给 市场

这 市场 上 钱 不 就 多 了 吗

那 如果 央行 说 我 今天 不想 让 钱 多 了 怎么办

我 就 可以 缩小 MLF 的 数额

同时 我 提高 它 的 利率

那 商行 就 不 愿意 借 了 对 不 对

不 愿意 借 了 之后 市场 上 钱 不 就 少 了 吗

当然 有人 说 那 我 央行 随便 我 一 拍 脑袋

我 说 我 MIF 的 这个 利率 100% 行 不行

不行 为什么 不行

因为 商行 可以 选择 不 借

你 如果 利率 那么 高 100%

那 我 就 不管 你 借 了

我 管 别的 商行 去 借 不是 一样 吗 对 不 对

所以 说 这 是 一种 市场化 的 调控 手段

虽然 它 也 是 一种 调控 手段

但 它 是 一种 市场化 的 调控 手段

和 那种 政策 手段 是 不 一样 的

那么 这样 就 形成 了 一个 利率

这个 利率 就 称之为 市场 利率

它 主要 是 由 市场 决定 的

但是 还有 一种 利率 我们 就 称之为 政策 利率

政策 利率 就是 央行 想 定 多少 就 定 多少

不用 去 管 市场 的 情况

这个 政策 利率 主要 就是 指 那个 基准利率

就是 商业银行

比如说 工商银行 它 要 把 这个 钱 发给 谁 呢

发给 个人 或者 发给 企业

这个 时候 它 必须 得 定 一个 利率 对 不 对

它 定 一个 什么 利率 呢

央行 说 了 你 必须 锚定 我 这个 基准利率

它 就 会 用 基准利率 加 一定 的 浮动

来 把 这个 钱 贷 给 个人 和 企业

所以 这样 就 出现 了 一个 问题

就是 货币政策 传导 不 畅

什么 意思 呢

比如说 这 央行 说 我 现在 想要 钱 多 一点

我 就 增加 MLF 的 投放

我 让 这个 利率 低 一点

这样 钱 不 就 到 商行 了 吗

但是 它 如果 不 调整 这个 基准利率 的话

商行 想 贷 给 个人 和 企业 这 利率 还是 很 高

个人 和 企业 就 不 从 商行 贷款

这个 钱 还是 没有 办法 进 到 实体 经济

商行 拿 着 这个 钱 又 贷 不 出去 怎么办

所以 它们 想方设法 要 把 这个 钱 送出去

于是 就 想 办法

比如 房地产 企业 我 多 给 你 点 行不行

大型 国企 我 多 给 你 点 行不行

但是 个人 和 小企业

一般 就 很 难 从 这里 边 拿到 钱 了 对 吧

所以 我们 说 那 我们 可以 同时 调整 MLF 和 基准利率

那 也 是 可以 的

不过 这样 的话 就 涉及 到 你 又 是 用 政策 的 手段

来 影响 市场 了

于是 我们 说 现在 我们 要 建设 市场 经济

我们 应该 向 市场 靠拢

那 怎么办 我们 就 应该 取消 政策 利率

也就是说 把 这个 基准利率 我 不要 了

我 不要 了 之后

那么 我 参考 什么样 的 标准

来 给 个人 和 企业 发放 贷款 呢

这 就是 我们 现在 要 做 的 LPR 利率

所以 为了 解决 利率 双轨制 的 问题

国家 就 提出 了 现在 所谓 的 LPR 利率

它 叫做 贷款 基础 利率

贷款 基础 利率 和 贷款 基准 利率 就 差 了 一个 字

但是 含义 有 很大 的 区别

LPR 我们 来 解释 一下 LPR 是 什么

LPR 我们 简单 来说

LPR 利率 它 就 等于 什么 呢

它 就 等于 刚才 我们 所说 的

麻辣 粉 中期 借贷 便利 再 加上 一个 加点

我们 刚才 说 过 这个 麻辣 粉

它 是 由 央行 决定 的 利率

央行 我 可以 说 提高 麻辣 粉 的 利率

或者 降低 麻辣 粉 的 利率

那么 这个 加点 是 由 谁 决定 的

加点 主要 是 由 商业银行 决定 的

商业银行 决定 了

说 商业银行 为什么 要 加点 呢

那 是 因为 首先 商业银行 要 盈利 对 吧

它 得 有 利润 它 得 活下去 有 利润

这 是 一 部分

另外 一部分 它 得 有 风险 补偿

那 总有 一些 贷款 是 收 不 回来 的

所以 出于 风险 补偿 的 目的 它 也 需要 加点

所以 这样 一来 就 给 了 商业银行 更 多 的 自主权

有人 可能 会 说 那 把 自主权 给 了 商业银行

那 不 乱套 了 吗

今天 我 工商银行 就 说 了

我 明年 的 利率 是 100% 那 行 不行

那 不 行 为什么 不 行 呢

因为 不是 你 一家 银行 决定 的

是 很多 家 银行 一 起来 决定 这个 LPR

于是 当 我们 决定 了 这个 LPR 利率 之后

商业银行 想 贷款 给 个人 或者 是 企业

那 它 怎么 做 呢

它 就 在 这个 LPR 国家 公布 的 LPR 利率 基础 之上

再 加 一个 加点

这个 加点 就是 由于 个人 和 企业 是 不同 的 造成 的

比如说 一个 企业 特别 优质

那 我们 就 可以 完全 就 以 LPR 利率

来 贷 给 这个 企业

但是 如果 这个 企业 不是 那么 优质

或者 说 这个 人 要 贷款

那 他 没有 什么 抵押 或者 抵押物 不好

这个 时候 我们 就 考虑 要 多 加 一点 风险 补偿金

所以 再 加点 的 这个 地方 在 进行 调节

这 就 可以 了

这 就是 一种 新 的 这种 模式

我们 具体 来说 一说

这个 LPR 的 定价 到底 是 怎么 定 的

刚才 我们 说 过 这个 LPR 的 定价

其实 是 由 央行 通过 这个 货币政策 引导

同时 再 加上 商行 自主权 决定 出来 的

但 它 并 不是 一家 商行

它 是 由 18 家 国内 选出 来 的 18 家 商业银行

一 起来 报价 决定

这 18 家 商业银行 有 很多 种 类型

比如说 它 有 工商银行 农业银行

交通银行 建设银行

像 这种 大型 的 商业银行

还有 什么 呢 还有 比如说 城市 银行

像 台州 银行 像 这种 小 银行

还有 比如 外资银行 渣打银行

还有 比如说 这个 互联网 银行 微众 银行 等等

它 有 很多 家 不同 类型 的 这些 银行

那么 这些 银行 代表 了 不同 的 特色

服务 于 不同 的 人群

那么 国家 认为 这些 银行 可以 代表

整体 的 这个 市场 情况

由 你们 每个 月 来 报价

你 工商银行 报 多少

你 觉得 这个 利率 5% 合适 你 就 报 个 5%

农业银行 说 8% 合适 我 报 个 8% 等等

每个 人 都 报 出来

但是 报 出来 之后 我 并 不是 直接 加和 取 平均

我 先 去掉 一个 最高价 我 再 去掉 一个 最低价

然后 把 剩下 那 16 家 加 到 一块 除以 16

得到 一个 平均数

这个 平均数 就是 LPR 的 定价

所以 说 这个 银行 也 不能 随便 报

它 必须 要 根据 市场 的 实际 情况 来 报

如果 你 总 报出 一个 最高价

或者 总 报出 一个 最低价 的话

你 首先 这个 报价 是 没有 用 的

其次 国家 可能 会 考虑 把 你 踢 出去

换 一个 银行 进来 对 吧

所以 商业银行 应该 是 不会 随便 报 的

那么 通过 这样 一种 改革

央行 就 可以 取消 基准利率 不再 考虑 它 了

每 一次 央行 只 需要 调节 这个 MLF 的 这种 利率

向 市场 做 这个 货币 操作

做 了 货币 操作 之后 根据 市场 的 实际 情况

商业银行 会 把 这个 报价 提交 给 央行

再 决定 出来 一个 LPR 利率 就 可以 了

所以 这 就是 一种 市场化 的 利率 定价 方式

我们 就 向 这个 市场 经济 更加 靠拢 了

于是 就 把 两轨 并 做 了 一轨

就 向 这个 市场 利率 靠拢

好 那 我们 具体 来 讲 一 讲

说 在 这种 定价 的 情况下

这个 房贷 跟 我们 关系 最 密切 的

这个 房贷 它 的 利率 是 怎么 算 出来 的

这个 房贷 它 的 利率 就 等于 刚才 我们 所说 的

这个 LPR 利率

再 加上 加 什么 呢

加 一个 房屋 的 加点

就 像 我们 所说 的 这个 商业银行 通过 这种 方式

贷款 给 个人 和 企业 加上 一个 加点

我们 举个 例子

比如说 有 一个 人 他 买 了 一个 首 套房

这个 首 套房 它 的 这个 利率 就 应该 等于 什么 呢

LPR 利率

现在 12 月 20 号 公布 的 LPR 利率

5 年 以上 的 是 4.8%

这 4.8% 的 一个 年 利率

再 加上 加点 加点 又 分为 两个 部分

一个 部分 是 国家 政策 加点

比如说 因为 我们 要 调控 房市

叫 房住 不 炒

所以 首 套房 利率 不能 下浮

至少 得 是 这个 LPR 利率

所以 政策 加点 0%

再 加 一个 加点

这 一点 就是 由 商业银行 和 个人 来 决定 了

说 你们 协商 一下

说 我 在 协商 商 银行 说 我 还 得 要 利润

你 再 给 我 0.5% 的 点 吧

这样 一来 把 它们 都 加 起来

最后 答案 是 5.3%

这 就是 你 每年 的 利率 了

说 二 套房 如果 是 二 套房 的话

它 的 利率 就是 4.8% 的 LPR 利率 加上 政策 加点

国家 说 二 套房 的 利率 不能 低于

LPR 利率 的 60 个 基点

60 个 基点 就是 0.6%

所以 我 再 加 0.6%

然后 我 再 加 商业银行 跟 你 协商

说 我们 再 加 0.5 个 点 怎么样

你 说 好 啊 就 加 起来

所以 最后 的 结果 就是 5.9%

这 就是 二 套房 的 年利率 了

我们 会 发现 这样 的话

房屋 贷款 利率 由 三个 部分 构成

第一个 部分 是 LPR 利率 它 是 由 市场 决定 的

第二个 部分 是 国家 政策 调控 的 加点

它 是 国家 政策 决定 的

第三个 部分 就是 银行 和 个人 的 协商 决定 的

这 一 部分 你 可以 挑 一个 好 的

有 这个 银行 好 你 就 跟 它 签

那个 银行 好 跟 另外 一个 人 签 就 行了

它 就是 由 这么 三个 部分 构成 的

最后 就 构成 了 一个 利率

假如 说 有 一天 LPR 利率 下降 了 是 吧

这个 时候 我们 后面 这 两个 部分 不变 的 情况 下

这个 数 下降 了

那么 你 的 总 利率 就 会 下降 对 吧

那 有 一天 假如 说 国家 政策 放开 了

说 我们 要 鼓励 房市

那 可能 这 一项 就 会 下降

这 一项 下降 的 时候

你 的 住房贷款 也 会 下降

对于 已经 签订 了 贷款 合同 的 贷款者 而言

第一项 是 可以 变化 的

这 LPR 利率 可以 变 有 一天 LPR 利率 下降 了

那么 你 的 这个 总 房子 的 利率 就 会 下降

有 一天 它 要 如果 上升 了 你 这个 利率 就 会 上升

但是 后面 这 两项 在 签定 合同 的时候 就 已经 定 了

就 不再 变化 了

但是 如果 有 一天 国家 说 我 要 刺激 房市

我 可以 把 这个 政策 加点 我 下调

政策 加点 下调 了 之后

新增 的 这个 住房贷款

它 的 总 的 贷款 利率 就 会 下降

但是 不会 去 影响 到 以前 已经 签订 合同 的 那些 贷款者

好 那么 现在 我们 就 要 讲 一 讲

咱们 最 关心 的 一个 问题 了

就是 转换

我们 之前 很多 朋友们 已经 买 了 房子 了

然后 也 跟 银行 签完 了 合同 了

现在 突然 跟 我 说 我 这个 利率 要 转换

我 可以 有 两种 选择

第一种 选择 就是 转换 成 LPR 利率

转换 成 LPR 利率

或者 你 说 我 不 愿意 转化 成 LPR

我 也 可以 说 固定 利率

说 这个 到底 是 什么 意思

有 什么样 的 一个 区别 呢

如果 我们 仔细 去 读 政策 就 会 发现

不管 你 是 转换 成 LPR 利率

还是 转换成 固定 利率

它 都 是 怎么样 啊

它 都 是 要 锚定

锚定 2019 年 的 12 月 20 日 这个 利率

它 会 保证 在 2020 年 一年 的 过程 中

你 的 利率

都 会 跟 2019 年 12 月 20 日 的 时候

是 一模一样 的

那 我们 就 讨论 讨论 怎么 转换

比如说 我们 要 转化 成 LPR

假如 有 一个 朋友 他 买 了 一个 首 套房

他 的 利率 是 5.39%

现在 他 说 我 想 转化 成 LPR 利率 就 会 这么 干

首先 你 的 利率 是 5.39% 对 吧

它 应该 等于 一个 LPR 利率

LPR 利率 是 多少

刚才 说 了 是 4.8%

这 是 我们 2019 年 12 月 20 号 公布 的

是 4.8%

但是 这 不 一样

所以 我们 还有 一个 加点 对 不 对

我 再 加 一个 加点 它 不 就 一样 了 吗

这个 加点 是 多少 呢

我们 算 一下

5.39% 减 4.8% 0.59%

好 我们 算 出 一个 0.59% 之后 这个 数

这个 加点 数 它 就 固定 了

从此 之后 你 这个 加点 数 就 不变 了

于是 你 未来 很多年 的 利率 就 会 这么 算

你 把 当年 的 LPR 利率 写 出来

再 加上 这个 加点 加点 就是 0.59% 对 吧

加上 0.59% 就 行了

那么 如果 有 一天 LPR 利率 下降 了

那 我们 的 这个 总体 的 房贷 利率 就 下降 了

如果 它 升高 了 我们 的 利率 就 会 升高

看起来 是 跟 原来 的 这种 方式 差不多

只不过 原来 是 保证 什么 不变

保证 折扣 不变

那 现在 是 保证 这个 加点 的 这个 点差 不变

还有 这个 点差 可以 是 负 的

比如 很多年 前 贷款 的 人

他 拿到 的 贷款 利率 比较 低 比如 7 折

这样 一来 它 的 这个 总 利率 是 低于 这个 LPR 利率 的

那 它 这个 加点 就是 负 的

所以 它 的 计算公式 就是 总 利率 等于 LPR 利率

减去 一个 加点 减去 这么 一个 差值

这个 加点 数 还是 保持 不变 的

说 了 这么 多 有 同学 就 着急 了

说 你 快点 告诉 我 吧

我 现在 这个 房屋贷款

我 到底 是 应该 转换 成 LPR 模式

还是 应该 转化 成 固定 利率 模式 呢

应该 说 从 长远 来看

利率 下行 是 一个 趋势

在 全世界 范围 内 我们 都 会 发现 这样 一个 规律

就是 国家 发展 到 一定 程度 之后 利率 都 会 下降

像 日本 还有 欧洲 的 很多 国家

它们 是 零利率 甚至 是 负 利率 的 情况

所以 利率 下行 的 概率

是 远远 超过 利率 上行 的 概率

因此 我们 选择 LPR 这种 模式

在 长远 来看 应该 是 会 比较 合算

但是 也 并 不是 说 只要 LPR 来 了

这个 房屋 利率 就 会 下降

从此 之后 房市 又 开始 繁荣 了

为什么 呢

因为 你 不要 忘 了 还有 一个 政策 加点 的问题

这 国家 调控 房市 的 时候

就算 LPR 下降 了

它 也 完全 可以 把 政策 加点 加上 去

保持 这个 房屋 总 利率 比较 高 来 调控 房市

那 有 一天 如果 国家 说 要 刺激 房市 怎么办

它 可以 把 这个 政策 利率 放开 嘛

这样 一来 总体 利率 就 会 下降 了

这 就是 一种 国家 调控 的 手段

而 这种 手段 比 以前 直接 用 行政命令 告诉 你

说 我们 的 基准利率 是 多少

要 更加 市场化 一些
