各位 同学 大家 好 我 是 李永乐 老师

经常 有 小朋友 问 我

说 他 的 亲戚 朋友 给 他 介绍 了 一个 工程

只要 交 一定 份额 的 钱

然后 就 可以 在 几个 月 之后 拿回 一笔 巨款

他 问 我 这事 到底 靠 不 靠谱 呢

或者 说 直白 一点

他 知道 传销 是 非法 的

但是 到底 能 不能 挣到 钱 呢

今天 我们 就 来 研究 一下 这个 问题

我们 首先 从 一个 古老 的 骗局 庞氏 骗局 说起

庞氏 骗局 这个 名字 是 从 一个 意大利人 开始 的

这个 意大利人 名字 叫做 查尔斯 · 庞茲

查尔斯 ·庞茲 出 生 于 意大利

但是 他 后来 主要 的 活动 都 是 在 美国

在 1903 年 的 时候

查尔斯 ·庞茲 坐 着 船 到 了 美国

到 了 美国 的 时候 他 身上 只有 2 块 5 毛钱 美元

但是 他 说 自己 有 一个 100 万美元 的 梦想

100 万美元 大概 相当于

我们 今天 的 一个 小 目标

在 1903 年 到 了 美国 之后

他 的 命运 就 没有 那么 顺利 了

1903 年 的 时候 在 餐厅 做 服务员

结果 偷东西 盗窃

盗窃 了 之后 就 被 餐厅 开除 了

后来 在 1907 年 的 时候

他 跑 到 了 加拿大 的 蒙特利尔

在 蒙特利尔 的 一家 银行 里边 当 一个 这个 职员

后来 他 发现 这家 银行

每年 给出 储户 的 利息 是 6%

比 其它 银行 都 高 一倍

这 是 为什么 呢

后来 他 发现 原来 这家 银行 不过 在 做 一种

拆 东墙 补 西墙 的 行为

也就是说 新 的 储户 进来 之后

把 新 储户 的 钱 去 补贴 给 那些 原来 的 储户

这个 事 给 了 庞兹 很大 的 启发

这个 事 当然 玩 不 下去

过 了 一段时间 之后 银行 老板 就 跑 路 了

而且 他 跑 路 的 时候 这个 查尔斯 · 庞茲 就 想

那 我 也 给 自己 敲 一笔

于是 他 就 干 了 一件 事 伪造 支票

他 伪造 了 一个 支票

然后 拿走 了 400 多 块钱

结果 老板 没 抓住 把 他 抓住 了

然后 被判 了 三年

出来 之后 重操旧业

在 1911 年 的 时候 又 参与 了 一个

意大利人 向 美国 的 一个 偷渡 的 一个 计划

结果 又 被 警察 抓住 了 又 判 了 两年

所以 到 了 美国 十几年 的 时间

他 好像 离 自己 的 小 目标 越来越 远 了

不过 有 的 时候 命运 会 突然 之间 会 发生 转机

这个 事 就是 因为 庞兹 突然 发现 了 一个 东西

这个 东西 叫做 国际 回信 邮票 券

国际 回信 邮票 券

这个 国际 回信 邮票 券 是 怎么回事 呢

就 说 当时 庞兹 从 监狱 里边 出来

面对 自己 房租 都 快要 付不起 的 情况

想 怎么 发财 呢

他 作为 一个 连续 创业者 就 又 想 出 一个 点子

说 我 给 企业 做 广告

做出 一个 叫做 《 国际 企业 名录 》 的 书 我 去 分发

这样一来 别人 可以 订阅 这 本书 就 挣了钱 了 对 吧

结果 做 了 这 本书 之后 发现 没有 多少 企业 回应 他

不过 远 在 西班牙 的 一个 企业

反而 给 他 寄 了 一封信

这 封信 里面 除了 一些 正常 内容 以外

还 附 了 一张 券

就是 这个 国际 回信 邮票 券

什么 意思

就是 西班牙 有 一个 企业

他 对 庞兹 的 这个 名录 感兴趣

于是 他 就 给 这个 庞兹 寄 了 一封 信

这 封信 你 要 寄 过来 你 得 贴 邮票 对 吧

但是 庞兹 要 回信 的话 也 需要 邮票

那么 这个 企业 出于 一种 负责 任 的 精神

说 这个 邮资 我 替 你 付 了

于是 在 信封 里边 又 附 了 一张 券

这 张 券 就 叫 国际 回信 邮票 券

那么 庞兹 拿到 了 这 封 信 之后

把 里边 这个 券 拿 出来

然后 再 到 美国 本地 的 这个 邮局 里面 去

到 邮局 里面 去

就 可以 从 这个 邮局 里 换 回来 一张 邮票

那么 这张 邮票 它 可以 贴 在 信封 上

再 把 一封 回信 再 回 给 这个 西班牙 的 这个 公司

就是 这么 一个 事

也就是说 你 回信 的 这个 钱 我 替 你 出了

这 就是 国际 回信 邮票 券 的 作用

有人 说 那 我 干嘛 不 在 信封 里边

直接 塞 一张 邮票 不 就 完 了 吗

那 问题 是 在 西班牙 的 这个 邮票

美国 它 是 不 承认 的 对 吧

而 这个 国际 回信 邮票 券

是 这个 万国邮政联盟 主办 的

所有 的 加盟 国

它 都 是 要 承认 这个 邮票 券 的 对 吧

好 那么 这么 一个 东西

庞兹 发现 了 什么 商机 呢

他 发现 这个 邮票 券 在 西班牙 卖 它 是 卖 30 分

这是 西班牙 的 货币

需要 用 西班牙 货币 30 分 来 买 这个 邮票 券

但是 到 了 美国 这个 邮局

你 换 回来 这张 邮票 它 是 五分 钱

这 是 美国 的

美国 的 这个 价格

他 就 发现

那么 按照 这个 国际 回信 邮票 券 的 这个 比例

西班牙 和 美国 的 货币

它们 之间 的 关系 应该 是 什么

应该 是 6:1 的 关系 对 吧

这个 汇率 应该 是 6:1 的 这么 一个 关系

但是 他 又 查阅 了 当时 的 报纸

他 发现 真正 的 市场 上 的 汇率 是 多少 呢

市场 上 西班牙 货币 对 美国 货币 的 比例

是 6.6 : 1

因为 当时 欧洲 不 太 行

欧洲 刚 打 完 一战

所以 那 时候 经济 很 差

所以 这个 很多 货币 都 在 贬值

他 就 发现 这 里面 汇率 不 一样

于是 呢

于是 就 有 套利 的 空间

怎么 套利 呢

其实 也 很 简单

就是 你 在 西班牙 花 6 块钱 买 邮票 券

到 了 美国 之后

你 就 可以 换成 这个 1 块 钱 美元 的 等值 邮票

然后 你 再 通过 某些 方法

把 这 1 块 钱 的 等值 邮票 换 成 美元

然后 再 用 这个 美元 在 汇率 市场 上

换回 成 西班牙 的 这个 钱

那 就 能 换 6 块 6 了 吧 对 不 对

然后 你 再 拿着 6 块 6 去 买 邮票

这样 做 一个 循环

做 一个 循环 能 挣 多少钱

能 挣 10% 对 不 对

能 挣 10%

所以 这样 就 存在 套利 的 可能

然后 庞兹 亲自 的 去 试 了 一下

他 发现 这么 做 操作 起来 非常 复杂

因为 你 到 银行 去 换 这个 邮票 券 的 过程 非常 复杂

它 会 把 你 这个 利润 吃掉

这个 套利 的 方法 其实 只 存在 理论 可能

不过 对于 一个 骗子 来讲 理论 可能 就 够 了

他 通过 这样 的 一个 方法 构建 了 一个 宏伟 的 计划

这 就是 他 的 一个 骗局

这个 骗局 是 怎么 开始 的 呢

这个 骗局 最早 是 在 1919 年

在 1919 年 庞兹 成立 了 一个 公司

他 向 公众 宣布 说 你 只要 投资 于 我 这个 公司

我 拿 这个 公司 去 交易 这个 国际 回信 邮票 劵

然后 就 可以 保证 使 你 获利

风险 非常 小

而且 你 只 需要 45 天 的 时间

45 天 的 时间 你 就 可以 获得 50% 的 利息

那 90 天 你 的 资产 可 就 翻倍 了

所以 它 这个 广告 是 非常 吸引 人 的 对 不 对

然后 到 了 1920 年

1920 年 的 2 月

庞兹 的 这个 公司 正式 开始 试运营

第一个 月 他 就 筹集 了 5000 美元

5000 美元 已经 不少 了

没想到 后来 人 就 越来越 多 了

到 了 7 月 的 时候

这个 数字 已经 达到 了 100 万 美元

100 万美元

最 疯狂 的 时候 人们 拥挤 在 庞兹 的 大厦 周围

就是 向 庞兹 疯狂 地 高呼

说 庞兹 给 他们 提供 了 一个 发财 的 梦想

那么 巅峰 时刻 这个 庞兹 一共 有 4 万 名 投资者

这 4 万 名 投资者

大概 有 1500 万美元 的 这个 投资

庞兹 拿到 这些 钱 之后

大量 地 购置 豪宅 豪车 手表

把 他 远 在 意大利 的 这个 母亲 又 接 了 过来

给 大家 表演 了 一场 苦情 戏

同时 还 拿 这个 钱 去 这个 购买 银行 的 一些 资产

他 希望 可以 把 自己 跟 银行 绑定 起来

那 如果 他 破产

银行 也 跟着 破产

他 以为 这样 就 没人 敢 动 他 了 对 吧

而且 当时 《 波士顿 邮报 》 还 发表 了 一篇 文章

就是 这个 庞兹 自己 写 的 一个 广告

这 广告 里面 告诉 大家

我 只 需要 45 天 的 时间 就 会 有 50% 的 利息

而 在 底下 还有 一个 银行 的 广告

说 我们 银行 非常 厉害

每年 可以 给 你 提供 5% 的 利息

那么 相比之下 高下 立判 对 吧

所以 很多 人 就 拿着 自己的 钱 交给 了 庞兹

认为 庞兹 能够 还给 他们 一个 发财 的 这个 理想

不过 越是 疯狂 的 骗局 死 的 就 越快

比如说 在 当时 庞兹 骗局 很 疯狂 的 时候

就 有 很多 人 质疑 他

于是 这个 骗局 很快 就 败露 了

我们 说 说 怎么 败露 的

在 这个 1920 年 下半年 的 时候

就 已经 有 很多 人 注意 到 庞兹 的 骗局 了

比如说 有 一个 著名 的 金融 记者 名字 叫 巴伦

这个 巴伦 创办 了 一个 杂志 叫 《 巴伦 周刊 》

专门 是 财经类 的

他 本身 也 是 个 金融 专家

这个 巴伦 就 质疑 说

说 按照 庞兹 的 说法

他 购买 这个 国际 回信 邮票 券

咱 不 说 操作 复杂 不 复杂

就是 你 如果 把 你 的 投资 全 用来 买 邮票 券 的话

你 需要 买 多少 呢

你 需要 买 1.6 亿 张

你 需要 买 这么 多 的 邮票 券

但 实际上 当时 万国邮政联盟 发 的 邮票 卷 有 多少

一共 只有 2.7 万张

也就是说 你 就算 把 市场 上 所有 的 邮票 券 都 买 了

它 也 不 可能 让 你 这么 多 投资 都 放 进去

所以 你 还 给 投资者 的 钱 哪儿 来 的 对 吧

你 没有 投资 产生 的 利润

你 为什么 还 能 还给 投资者 利息 呢

这 就是 一个 很大 的 问号 了

不仅 如此

当时 的 审计 机关 也 开始

对 庞兹 这个 公司 进行 审计

审计 了 之后 发现

这个 庞兹 这 公司 亏空 有 700 万美元

筹 了 1500 万 美元

亏空 就 有 700 万 美元

为什么 会 亏空 呢

因为 他 首先 要 把 一部分 后来 的 投资者 的钱

拿 去 支付 原来 的 投资者 的 利息 了 对 吧

这是 其一

其二 他 自己 不 还 得 花点 钱 吗

做 广告 对 吧

自己 的 奢侈 生活

这些 都 是 要 花钱 的 对 吧

所以 当时 发现 了 这件 事

庞兹 希望 把 这件 事 掩盖 过去

于是 他 找 了 另外 一个 记者 给 他 做 公关

这个 记者 的 名字 叫 迈克 马斯特

迈克 马斯特

这个 迈克 马斯特 受雇 于 庞兹

希望 能够 把 这件 事 处理 好

迈克 马斯特 就 跟 庞兹 聊 了 一下

结果 发现 这个 被 称为 金融 天才 的人

其实 一点 基本 的 金融 常识 都 不 懂

迈克 马斯特 也 非常 震惊

而且 迈克 马斯特 在 整理 的 过程 中

也 发现 了 整个 这个 骗局 的 过程

他 也 不是 什么 好人

庞兹 这个 大 骗子 又 遇到 了 一个

跟 他 棋逢对手 的 人

迈克 马斯特 把 自己 收集 的 资料 卖 给 了 报纸

卖 了 5000 美元

从此 之后 这个 庞兹 就 身败名裂 了

而且 他 原来 的 那些 什么 伪造 支票 的

这些 罪行 也 被 《 波士顿 邮报 》 给 挖出来 了

一夜之间 这个 庞兹 就 从 人人 敬仰 的 金融 天才

变成 了 一个 人 人 喊打 的 过街老鼠

在 1920 年 的 11 月 1 号 的 时候

庞兹 正式 被 逮捕 了

逮捕 了 之后 判 了 他 几年 徒刑

然后 在 假释 期间 庞兹 重操旧业

又 搞 了 一个 金融 骗局

结果 又 被 抓 起来 了

前前后后 折腾 了 十多年

一直 到 1934 年 的 时候

他 终于 被 释放 了

释放 了 之后

庞兹 希望 继续 行骗

于是 回到 他 的 原来 的 国家 意大利

到 了 意大利 忽悠 墨索里尼

希望 墨索里尼 来 跟 他 一起 搞 这个 骗局

没 忽悠 动

后来 他 只好 到 一个 航空公司 当 了 一个 小 职员

在 1949 年 的 时候 庞兹 去世 于 巴西

去世 的 时候 身无分文

这个 以 他 命名 的 骗局

庞氏 骗局 的 创始者 就 这样 悲惨 地 去世 了

庞氏 骗局 虽然 以 庞兹 命名

但是 庞兹 并 不是 第一个 行使 这种 诈骗 的人

而且 也 不是 最后 一个
