跟 大家 报告 一个 刚刚 看到 的 消息

就是 美国 的 联邦调查局 FBI 和 他 的 司法部

向 华为公司 和 孟晚舟

忽然间 追加 了 16 项 的 起诉

这 16 项 起诉 包括 违反 了 美国 RICO 的 法律

RICO 法律 指 的 是 一种 有 组织 的 犯罪

比如说 孟晚舟 过去 搞 金融 欺诈 就是 wire fraud

这种 金融 欺诈

有 可能 比如说 是 一个 人 的 行为 或者 是 一个 公司 的 行为

但是 RICO 指 的 是 多个 公司 联合 起来 互相 配合

所以 这次 起诉 的 公司

包括 像

华为 的 设备 公司 还有 华为 在 美国 注册 的 公司

还有 什么 Future Wei 可能 是 华为 注册 的 其它 别的 公司

还有 Skycom

Skycom 是 华为 当时 在 香港 的 子公司

当然 也 包括 华为 的 CFO 就是 孟晚舟

所以 现在 美国 对于 华为公司 在 外边 的 这种 渗透活动

包括 经济 间谍活动

他 的 侦察 是 更加 的 严厉 了

这个 事情 我 想 和 几个 最近 比较 高调 的 事情 放在 一块儿 讲

星期一 的 时候 美国 的 司法部 部长 William Barr

这个 人 他 高调 的 起诉 了

美国 的 亚特兰大 的 大 陪审团 起诉

4 名 中共 总参 的 军人 一共 9 项 罪名

我们 知道 美国 有 一个 司法部 DepartmentofJustice

我 顺便 解释 一下

可能 有些 翻墙 出来 的 大陆 朋友 不太 清楚

美国 是 讲 司法独立 的

所以 它 专门 有 一个 分支 属于

立法 、行政 、司法 三权分立

它 的 司法部门 指 的 是 美国 的 法院系统

但是 美国 政府 本身

也 有 很多 官司 需要 打

比如说 美国 总统 颁布 了 一个 总统令

有人 起诉 说 美国 的 总统令

违反 了 美国 的 宪法

需要 把 总统令 停下来

比如 川普 下达 旅游 禁令 Travel Ban

让 很多 恐怖分子 不能 来 美国

就 有人 起诉 他 说 川普 是 在 搞

种族 歧视

美国 联邦 的 那个 法院 第九 巡回 法庭

加州 第九 巡回 法庭

就 下 了 一个 禁令 说 总统 的

行政命令 不能 执行

我们 认为 是 违反 法律 的

当然 川普 还是 要 执行 怎么办 呢

必须 得 有人 能够 代表 美国政府 和 巡回法院

两个 之间 打官司

把 官司 打 到 最高法院 去

美国 的 司法部 就是 Department of Justice

它 是 代表 美国 政府 的

帮助 美国 政府 打官司 的 这么 一个 部门

它 当然 也 负责 一些 起诉 些 犯罪

美国 司法部 的 部长

那个 联邦调查局 FBI 是 司法部 下属 的 一个 机构

但是

从 理论 上 来 讲 司法部 部长

一旦 被 美国 总统 任命 之后

他 在 法律 的 执行 和 把握 上 应该 是 独立 的

大概 是 这么 一个 关系

这 一次

对 华 为 和 孟晚 舟 在内 追加 16 项 起诉

美国 的 司法部 和 联邦 调查局 一块儿 做 的 事情

我 刚才 说 到

周一 的 时候 美国 的 司法部 部长 William Barr

他 代表 美国 政府

要 起诉

四个 中共 军方 的 人物

这 4 个 中共 军方 人物 当时 美国 只 找到 了 三个 人的 照片

穿着 军装 的 照片 有 一个 是 没 找着

这个 事情 做 得 非常 高调

在 美国 最 主流 的 新闻 媒体 上 Fox News 的 网站 上

大 头条

一个 报道

就是 关于 这个 起诉 案

被 起诉 这 四个 人 都 是 总参 的 第 54 所

当时 指控 他们

在 2014 年 到 2017 年 期间

通过 网络 的 方式 盗窃 美国 的 普通 民众 的 资讯

盗 了 多少 呢

一共 盗窃 了 1 亿 5 千万 个 美国 人 的 资讯

包括 他们 的 姓名 、 他们 的 社会 安全 号

还有 其它 别的 信息

好像 盗窃 了 超过 1000 万 美国 人 的 驾照 的 信息

等 于是 把 美国 人 的 数据库

全都 给 转到 中国 去 了

是 非常 恶劣 的

中国 不是 经常 搞 大 数据 监控 吗

大 数据 的 搜集 和 监控

它 等于 是 把 美国 的 这些 数据 也 盗用 过去

这样 他 可以 做 很多 事情

比如说 他 想 调查 一个 人

他 可以 去 比对 他 的 数据库 里边

了解 到 的 这个 人 的 社会 安全 号

可能 还 有些 什么 其它 别的 方面 作用

这次 司法部 在 礼拜一 的 时候

非常 高调 的 起诉 了 四个 中国 人

这个 在 过去 是 很少 见 的

美国 政府 曾经 起诉 过 一个 中国 的 官员

我 忘记 了 也 是 一个 军方 的 官员

那个 军方 官员 到 比利时 的 时候 把 那 人 给 抓住

抓住 之后 引渡 到 美国

所以 那 四个 人 只要 到 任何 一个 跟 美国 有 引渡 协议 的 国家

他们 都 会 被 逮捕 然后 会 被 引渡 的

这个 事情 反映 出 美国 的 司法部

包括 对华 为 和 孟晚舟 RICO

和 盗窃 商业 机密 的 那个 起诉 都 反映 出

美国 对于 中国 现在 渗透 很 在意

在 进行 严密 的 调查

前两天 还有 一件 事情 也 是 礼拜一

美国 的 国务卿 蓬佩奥 在

美国 州长 的 会议 上

有 一个 讲话

美国 不是 有 50 个 州 的 州长

他们 一块儿 开会 的 时候

蓬佩奥 就 讲 他 说

中共 现在 在 海外 的 渗透

其实 把 每 一个 州 的 州长 都 建 了 一个 数据库

而且 给 每 一个 州 的 州长 定位

他 是 亲共 的 他 是 反共 的

或者 他 是 立场 模糊 、 模棱两可 的

中共 有 一个 好像 叫 什么 对外 联络 友好 协会

它 就 跟 美国 的 州长 协会

美国 不是 50 个 州 的 州长

在 协会 里面

跟 美国 的 州长 协会 之间 要 搞 一个 活动

怎么样 去 想 办法 去 渗透 和 拉拢 这些 州长 们

蓬佩奥 说 因为 我 作为 CIA 以前 的 director

是 美国 中央 情报局 的 局长

蓬佩奥 现在 是 美国 国务卿 之前 他 做 的 是 中情局 的 局长

他 说 我 很 清楚

请 美国 的 州长 协会 到 中国 开会 的 那 批 人 到底 是 什么 角色

他 说 在座 的 你们 每一个 州长

如果 你们 要 说 你们 没有 被 中共 盯上 过

跟 中国 打 过 交道

我 会 觉得 非常 奇怪 的

他 说 现在 是 让 你们 自己 来 决定

你们 到底 想 让 中共 把 你们 划为 哪 一类

反共 的 亲 共 的 还是 模棱两可 的

中共 对 美国 政界 的 这种 渗透 其实 是 由来已久

而且 是 一个 人尽皆知 的 事情

为什么

现在 这个 事情 变得 突然 间 这么 ……

引起 大家 的 注意 呢

是 因为

它 从 美国 国务卿 的 嘴里 边 说 出来 那 就 不 一样 了

美国 的 国务卿

他 有点 像 外交部 的 部长

但是 他 是

美国 所有 的 部门 里面 最 重要 的 一个 部门

美国 总统 大家 知道

如果 美国 总统 死 了 的话

如果 发生 意外 死 的话 是 副 总统

如果 副 总统 继位 副 总统 也 发生 意外 也 死 了

接 来 应该 是 众议院 的 议长

再 往 下 好像 就是 美国 国务卿

他 应该 是 第 4 个 顺位 继承人

也就是说 在 美国 的 政治 结构 里面 他 的 地位 是 非常 高 的

所以 我们 看到 以 美国 国务卿 蓬佩奥 亲自 出面

以 司法部 部长 威廉 · 巴尔 亲自 出面

对 中国 的 起诉 也好 对 州长 的 警告 也好

就 说明 美国 现在 对于 中共 的 渗透 是 非常 非常 重视 的

前两天 有 一个 新闻 网站 叫 Axios

Axios 也 是 一个 比较 大 的 新闻 网站 了

它 就 披露 出来

在 2019 年 5 月份 的 时候

联邦调查局 就 成立 了 一个 特别 的 小组

这个 小组 是 专门 调查 中国

应该 是 说

这个 小组 是 专门 调查 中共 对 美国 的 渗透 的

小组 在 2019 年 五月份 成立 的 时候 包括 刑侦 人员

网络安全 人员

还 包括 美国 的 国土 安全 人员

他们 对 中国 如何 渗透 的 手法 来 进行 调查

当时 接受 Axios 新 网站 采访 的 联邦调查局 的 探员

他 就 透露 了 几个 消息

他 说 过去

我们 看到 其它 别的 国家 对 美国 的 渗透

它 通常 都 是 找 那些 关键 部门 的 关键人物

比如说 我 就是 想 办法 渗透 比如说 美国 的 农业部

那 他 可能 就 专门 去 找 那个 部长

副部长 、部长 助理 就是 找 他们 来 做 工作

比如说 他 在 美国 的 白宫 在 一些 智库 里面 想 办法

去 兜售 他们 那些 的 想法

但是 中共 不是 这样 的

中共 对 美国 的 渗透 几乎 都 是 放长线 钓 大鱼

他 是 完全 不 分级 的

在 联邦 这 一级 它 渗透

在 部长 这 一级 渗透

在 州长 这 一级 渗透

在 市长 在 地区 这 一级 它 也 在 渗透

有些 我们 都 觉得 比如说 是 一个

很 不起眼 的 一个 人物

我们 知道 美国 是 联邦 制度 分为 50 个 州

美国 的 州 下边 叫 郡

我们 中文 有 的 时候 翻译 成 “县 ”county

County 下面 才 有 city

City 在 美国 市 比 县 要 小 、比 郡 要 小

美国 的 一个 城市 其实 是 特别 小 的

就 像 我 原来 住 在 DC 附近 的 ……

它 其实 是 一个 非常 非常 小 的 区域

你 开车 可能 20 分钟 就 穿过 这个 城市 了

它 不 像 中国 一个 城市 你 开 几个 小时

像 北京 上海 那种 大城市 你 可能 要 开 几个 小时

在 美国 一个 城市 是 非常 小 的

但是 美国 的 那些 市长 们 都 是 中共 渗透 的 对象

美国 的 议员 有 联邦 一级 的 议员 有 州 一级 的 议员

还有 地区 Local 的 那种 议员

哪怕 是 一个 小镇 的 议员 中共 都 可能 会 派 人 去 跟 他 搞 关系

因为 现在 在 美国 的 华人 很多 吗

住 在 什么 地方 的 都 有

中国 政府 应该 说 中共 了 就 利用 华人

你 住 在 这儿 嘛 你 就 可以 和

你 所在 选区 的

哪怕 是 一个 Local 的 一个 很小 的 很 基层 的 官员

也 可以 跟 他 打交道 去 渗透

因为

我们 可以 想象

总统 通常 来说 都 是从 州长 这 一级 选上去 的

通常 来 说 去 选 总统 的 人 都 是 州长

联邦 的 参议员 或者 联邦 众议员

很少 有 市长 这 一级 别的

今年 有 一个

德州 的 一个 市长 在 选

通常 来 说 都 是 属于 州长 这一 级别

联邦 议员 或者 是

国会 的 参议员 或者 是 众议员

但 中共 渗透 就 从 基层 做起

因为 它 觉得 说不定 哪一个 基层 官员

有 一天 就 去 做 了 congressman congresswoman

或者 有 一天 他 会 去 选 总统

所以 中共 这种 渗透 放长线 钓 大鱼

做 的 是 非常 长期 的 准备

我们 再 重复 一下

司法部 的 起诉 总参 的 这些 人

还有 蓬佩奥 揭示 出来 对 州长 的 渗透

包括 司法部 起诉 华为

最近 在 教育部 还有 一件 事情

就是 美国 的 教育部 在 调查 哈佛 和 耶鲁大学

调查 什么 东西 呢

调查 他们 从 中国 到底 拿 了 多少钱

因为 前两天 有 一个 特别 高调 的 事情

有 一个 人 叫 Lieber

他 是 哈佛大学 化工系 的 系主任

那个 人 是 一个 年纪 不大 但是 很 有 成就

在 科学 领域 很 有 成就 的 一个 人

他 被 逮捕 了

他 被 逮捕 的 原因 是 因为 他 从 中共 那边 拿 钱

而且 向 美国政府 作 了 伪证

他 是 加入 了 中共 的 千人 计划

中共 不是 到处 搜集 科学家 全世界 到处 偷 技术 吗

他 就 属于 那个 千人 计划 中 的 一部分

他 从 千人 计划 里面 每个 月 拿 5 万美元 的 工资

还有 15 万美元 的 生活费

他 在 武汉理工大学 每年 待 九个 月 的 时间

带 研究生 做 课题

做 各种各样 的 实验

中共 花 了 几百万 美元 给 他 建 了 一个 实验室

所有 的 这些 事情 他 应该 向 美国政府 申报 的

但是 他 没有

在 被 FBI 去 询问 他 的 时候 他 又 作 伪证

所以 他 就 被捕 了

我 相信 美国 FBI 肯定 是 盯上 他 已经 很久 了

而且 如果 盯上 他 发现 他 有 问题 的话

那 盯上 的 就 不是 他 一个人 了

所以 现在 美国 的 教育部门

向 哈佛 耶鲁 这 两个 大学 发 调查 函

要求 他们 把 过去

所有 从 中国 那 拿来 的 钱

到底 多少 都 给 了 谁 要 向 教育部门 申报

根据 他们 的 估计

这 两个 大学 一共 从 中共 那儿 拿到 的 钱 超过 65 亿 美元

他们 从来 都 没有 申报 过

按照 美国 的 法律

好像 是 25 万 美元 还是 多少 万 美元 以上

你 就 应该 向 美国 政府 申报

他们 就 从来 都 没有 申报 过 这 是 法律

所以 现在 教育部门 要求 哈佛 和 耶鲁

这 两 大学 去

调查 他们 资金 的 来源 情况

跟 大家 讲 了 一堆 东西 了

司法部 、联邦调查局 、教育部门 都 在

对 中国 进行 反渗透 吧

说 到 这儿 就 说件 什么 事 呢

其实 我 觉得 还有 一些 被 中共 渗透 非常 严重 的 部门 比如说

新闻

比如 像 华盛顿邮报

像 纽约时报

他们 是 把 他们 的 版面 直接 卖 给 中国 的

China Daily 中国日报

中国 的 新闻 英语 新闻网 就是 China Daily

直接 从 这些 像 New York Times

像 Washington Post

直接 买 他们 的 版面

刊登 共产党 的 消息

我 忘记 了 是 哪一个 议员 讲 的 说

这些 报纸 把 他们 的 版面 卖 给 中共 简直 是 可耻

所以 我 想 这件 事情 美国 将来 也 会 调查

还有 一个 事情 我 觉得 美国 可能 会 调查 的

就是 美国 的 高科技 公司

被 中共 渗透 的 情况

其实 我 觉得 像 谷歌 、脸书 、亚马逊

说 这些 公司 没有 被 中国 渗透 那 是 不可 想象 的 一件 事情

中共 连 一个 地区 的 Local 这 一级 别 的 市长

或者 是 市议员 都 要 渗透

更何况 像 谷歌 这样 的 公司

因为 我们 都 知道 像 Google 、 Facebook

已经 具备

非常 强大 的 能力

可以 左右 一个 社会 的 动向

左右 人们 的 思潮

左右 给 人们 看到 什么样 的 信息

我们 之前 曾经 做过 三次 节目

应该 去年 的 时候 做 哲思 心语

就 讲 这些 高科技 公司

可以 做 的 这种 洗脑 的 功能

大家 可以 想象 一下 如果 他们 洗脑 功能 如此 之 强大

中共 怎么 可能 不 渗透

有人 揭露 谷歌 公司 跟 中共 合作 开发 人工智能

当时 美国 的 五角大楼

希望 能够 跟 谷歌 的 人工智能 合作

它 有 一个 计划 叫做 曼哈顿 计划

谷歌 跟 五角大楼 合作 一段时间 之后 合同 一 到期

谷歌 说 我 不 干 了

五角大楼 就是 美国 国防部 就 问 你们 为什么 不 干 呢

谷歌 说 我 觉得 如果 我 帮 你 开发 人工智能 之后

会 大大 提升 你 那种 无人机

去 攻击 某 一个 目标 的 精确 程度

他 说 我们 不 干 这个 事

他 把 五角大楼 回绝 了 之后

他 去 跟 中共 合作 干 的 是 一模一样 的 事情

我 忘 了 好像 是 马克 卢比 奥 美国 一个 联邦 参议员

就 说 谷歌 简直 就是 叛国罪

它 不 跟 美国 军方 合作 去 跟 中国 的 军方 合作

当然 谷歌 那边 会 做 一些 解释

但是 我 相信 什么 呢 我 就 相信

像 Google 、 YouTube 、 Amazon 、 Facebook 、 Twitter

一定 是 被 中共 渗透 的

我 为什么 这么 说 呢 我 想 说 一下 这 两天 的 经历

大家 可以 看到

这 两天 呀

很多很多 凡是 谈到 中国 当前 最 敏感 的 时事 的 时候

那个 视频 就 会 被 黄标

所谓 黄标 就是

YouTube 不 让 你 放 广告

但是

我们 现在 这个 视频 大概 是 从 二月 三号 左右 开始

一个 视频 上去

大概 两 三 天 的 时间

二月 四号 、五号 的 时候

它 还 让 你 放 几个 小时 的 广告

然后 才 把 它 黄标 就 不能 再 放 广告 了

但是 从 一个 星期 之前

每 一个 视频 上去

几乎 是 没有 任何 意外 的

就 直接 就 给 你 黄标 了

你 还 没 等 把 它 公开

这个 视频 就 已经 变黄 了

所谓 变黄 我们 叫 黄标 就是 禁止 你 放 广告

或者 限制 你 放 广告

那 基本上 来说 你 这 视频 就 没有 收入

当然 你 可以 去 申请 人工 复核

让 人工 来 看 一下

因为 我们 觉得 我们 的 片子 都 没有 什么

耸人听闻 的 假新闻 或者 假消息

都 是 那些 大 的 新闻社 像 路透社 或者 是

在 某 一个 国家 非常 主流 的 媒体

什么 自由 时报 像 这种 大 的 主流 媒体 的 消息

拿 过来 做 一些 分析

或者 是 援引 一些 非常 权威 的 专家 的 分析

什么 医院 的 院长 或 某一方面 的 专家 等等

但是 这样 的视频 只要 一 上

我们 叫 秒 变 就是 你 上去 几 秒钟 它 就 变成 黄 的 了

黄了 之后 你 不是 可以 申请 复核 吗

大部分 复核 都 是 通不过 的

当然 他 也 不会 给 你 理由 说 什么 没 通过

大部分 就 不 给 你 理由 就 final decision

最终 的 决定 是 不 允许 放 广告

也 有 个别 说 可以

他 说 可以 的 时候

基本 都 是 一天 以后

所有 的 90% 95% 的 流量 都 已经 过去 了

我 为什么 觉得 这个 是 被 渗透 了 呢

我 有 两个 视频

其中 有 一个 视频 是 谈 一种 社会学 的 分析

就是 讲 中国 现在 的 情况

反映 出 一种 什么样 的 社会 心理 或者 是 社会现状

结果 呢 一 上去

它 既 不是 新闻 也 不是 新闻分析

只是 说 对 中国 现在 社会 现象 的 一个 分析

一 上去 之后 可能 因为 有些 关键词

它 就 给 黄标 了

黄标 之后 我们 不是 申请 review 吗

review 之后 人家 可能 真的 有人 看 了

看 了 之后 发现

这 也 没什么 呀 就 把 那个 视频 就 变 绿 了

就是 可以 放 广告 了

一般来说 一个 人 看 了 之后 这 就是 已经 是 最后 的 决定 了

因为 机器 一看 是 某 一个 人 决定 的

没 问题

机器 就 不会 再 看 了

结果 呢

这 东西 变 绿 了 之后 过 几个 小时 又 变 黄 了

说明 什么 问题 呢 说明 一定 有 第 2 个人 在 看

有 第 2 个人 在 改 它

谁 看 的 ？过去 可能 机器 看 完 之后

黄标 就 黄标 了

你 不 去 申请 review 不 申请 重新 让 人 来 看 的话

人 都 不会 看 的

这个 明显 的 是 人 看 了 改 了 之后 又 有人 看

又 有 另外 一个 人 把 它 改过来 了

那么 这个 人 是 谁

为什么 要 这样 做

这个 事情 不是 发生 一次 发生 两次

至少 2 次

有 的 时候 是 反复 变 黄 的 变 绿 的 、绿 的 变 黄 的 、黄 又 变 绿

这 事情 也 发生 过

所以 我 相信 什么 呢 我 相信

像 纽约时报 、华盛顿邮报 这样 的 报纸 中共 希望 通过 它 来 散布 自己 的 消息

把 他们 想要 说 的 话 打 出去

像 这样 的 媒体 中共 都 要 渗透

像 YouTube 这种 非常 有 传播力 的 平台

中共 是 一定 不会 放弃 的

如果 说

在 美国 政界 它 渗透 是 不分 层级 的

总统 这 一级 部长 这 一级 州长 这 一级

郡 一级 、县 一级 它 都 在 渗透

我 相信 在 谷歌 里面

它 也 是 从 最高 的 高管

从 你 的 President 、 Executive VP 到 Senior VP 到 VP

再 到底 下 的 那些 具体 的 技术人员 、Director 之类 的

哪怕 是 到 最后

就是 县官 不如 现管 的 一个 专门 负责 审核 的 人 本身

都 有 可能 是 中共 渗透 的 对象

所以 我 想 看到 视频 的 时候 我 也 想 说 一下

美国 现在 联邦调查局 对于 中共 的 渗透 如此 之 重视

司法部 教育部

联邦调查局 情报部门 反间谍 机构 都 在 揭露 这个 事情

所以 我 想 对于 像 这种 大 的 公司 的 渗透

也 应该 是 在 他们 的 视线 之内 的
