先週 先々 週 は ぽかぽか で 、春 だ ねぇ って 思って いた んです けど 、 なんか ここ 数 日 は 曇って て 天気 も 悪く 、気温 も 低くて です ね 、私 の 春 は どこ いった ーって 感じ な んです けど 、 皆さん が 住んで いる エリア の 気候 は どう です か ？

やっぱり 私 は ぽかぽか で 天気 が 良く 、青空 パーン 、太陽 キラキラ ！ みたいな 気候 が 好きな ので 、

ちょっと 気温 が 低かったり 、曇って どんより して いる だけ で テンション が 下がっちゃいます 。 モンタナ 州 に 私 の 友達 が 住んで いる ん です けど 、 つい 数 日 前 に モンタナ 雪 が 降った ！ って 言って て 、びっくり です ね 。

いや ー 寒い 地域 に は 住めない なぁ 私 。

あー でも 北海道 なら 考えちゃ う かも です ね 。 食べ物 美味しい から ね 。

あー 北海道 行きたい 。 はい 、さて 、今日 の エピソード です が 、

ちょっと 皆様 に ご 報告 が あり まして 、まあ エピソード タイトル 通り な のです が 、お 話して いきたい と 思います 。 その他 、答えて う たこ さん 、 What I miss about Japan の コーナー も 予定 して います 。 ★グリーンカード Lottery

今日 は です ね 、 皆さん に ご 報告 が ございまして 、 ちょっと お 話して いこう か な と 思う の です が 、

アメリカ の 永住権 、いわゆる グリーンカード って 言われて います ね 。 その グリーン カード の 話 です 。

グリーン カード を 取得 する ため に は いくつか 方法 が ある んです けど 、 例えば アメリカ 人 と 結婚 する とか 、アメリカ に ？ アメリカ 企業 に ？ 投資 を する とか 、あと は 芸術 面 、技術 面 、あと スポーツ 面 で スバ 抜けてる とか 、

そういった こと で グリーンカード 永住 権 を 取得 する こと が できます 。 で 、です ね 、

そんな 、グリーンカード 、アメリカ に 住む こと が できる 権利 です が 、

1年 に 1 回 、応募 抽選 で その グリーンカード を 申請 する 権利 を 得られる プログラム が ある と いう の を ご存知 でしょう か ？ そう 、抽選 な んです よ 、なんて 言ったら いい んですかね 、

福引 ？ くじ引き ？ 運 試し です 。

正式 名称 は Diversity Visa Program だ と 思います 。 あと は 抽選 って 英語 で lottery って 言います が 、ロト 6 とか って 言います よね 、 な ので 、 DV lottery って 呼ばれて たり も してます 。 その ね 、グリーンカード 抽選 、

なんと 、私 、当選 しました 。 当たった んです ！

正確に 言う と 、当たって いた と 言う のが 正しい んです が 、

この 結果 発表 は 毎年 5 月 の 初め に 行わ れる んです が 、去年 は コロナ の 影響 も あって 、その 結果 発表 が 1 ヶ月 遅れて 6 月 の 上旬 だった んです けど 、

その 時点 で 、当選 した ！ と いう こと が わかって いた んです よ 。

実は 。

めっちゃ 興奮 して 、すぐに でも この 4989 で 話そう か とも 思った んです が 、 色々な 兼ね合い も あって 、 兼ね合い なんて いう 兼ね合い は ない ん です けど 、 ま 、 色々 様子 を 見て タイミング を 見て お 話 しよう か な と 思って いました 。 で 、当選 を 知った 去年 の 6月 から 月日 は 経ち まして 、

ようやく 動き が あり そうな ので 、これ を 機 に です ね 、この あと 何 が 起こる か 、とか 、流れ とかも シェア して いければ な と 思って 、本日 ご 報告 して います 。 話す と なる と 、なんか 色々 話す こと が あって です ね 、この 関係 の こと で たくさん 。

だから 何 を どこ から 話せば いい の かって 感じ な んです けど 、 どう しよう 。

まずは 、この Diversity Visa program に 当選 した と いって も 、これ で グリーン カード が 必ず ゲット できる わけ では ありません 。 申請 書 を 提出 して 、

必要な 書類 を 用意 して 提出 して 、

面接 を 受けて 、

と いう 、クリア しなきゃ ならない こと が たくさん あって 、

もちろん 、申請 して も 弾かれて しまう 場合 も ある ので 、 この 当選 した ！ って いう の も 、あくまでも 「申請 する 権利 を 得た 」って だけ なんです よね 。 ま 、でも 、その 申請 する 権利 すら 、普通に 過ごして いたら 得られない ので 、もう 、本当に ラッキーです 。 嬉しい です 。

それ で です ね 、各 当選者 に 番号 が 振られます 。 その 番号 は 何 かって いう と 、書類 を 提出 したり 、面接 を したり する 順番 の 番号 です 。 若い 番号 の 人 から 順番 が 回って くるって いう 仕組み なんです が 、 毎年 、この グリーン カード 抽選 は 、最終的に アメリカ が 発行 を 予定 している グリーン カード の 数 より も かなり 多く の 人数 を 当選 させて います 。 というのも 、 その 申請 を して も 規程 に 合わ なくて 却下 さ れる人 も います し 、 そもそも 当選 した のに なんらか の 理由 で 申請 を し ない って 人 も 多い んだ と 思います 。 応募 した こと すら 忘れて たり 、当選 した こと に 気づいて ない 人 とかも いる んじゃないか な 。 あと は アメリカ に 対する 興味 が 薄れた と か 。

とにかく 、多く の 人 が 当選 する んです けど 、

その 当選者 の 中 で 更に 順番 待ち が あります 。 今回 、私 の 番号 が です ね 、すごく 後ろ の 方 だった んです 。

めっちゃ 後ろ 。 例年 の データ を 見る と 、その 私 の 番号 まで 回ってくる より も 前に 、グリーンカード の 予定 発行数 に 達しちゃって 、もう その 年 の 発行 は 終了 しちゃう という 、 「残念 でした 」って いう ね 、 せっかく 当選 して 喜んだ のに 、ぬか喜び だった …みたいな 、

そい う いう 、当選 した けど 、実際 に グリーン カード を 取得 できる か は 微妙な 確率 。 って いう か 、確率 低い んじゃない ？ って いう 、

その くらい 後ろ の 番号 でした 。

だから 、あー 、ダメ かな ーって 思って た んです が 、 その 順番 が ね 、 今 何 番 台 の人 が 申請 できます よ ー 、 進めます よ ーって いう 進捗 状況 みたいな の が 、 いつも 移民 局 の ホームページ で 毎月 公開 されて いる ん です けど 、 なんと 、もう すぐ 私 も 次に 進める という こと が 先日 わかり まして 、

ウッヒョー ！

まじ か 、もし かして 、これ 、いける ん ちゃうん ？

と いう ね 、大 興奮 。

チャンス 到来 な わけです 。

たぶん ね 、この 件 に ついて は 、ちょっと 不謹慎 です けど コロナ が プラス に 働いた と いう か 、

この プログラム は 世界中 の 人 が 応募 して 、で 世界中 の 人 が 当選 する んです けど 、

当選 して 、順番 待ち の 番号 が 早い 人 の 中 で 、コロナ が 原因 で 申請 を 辞めた 人 とか 、でき なかった 人 とか 、いる と思う んです よね 。

家族 の 反対 と かも ある だろう し 。

そういう の も あって の こと な の か な と 思って います 。 それ から 、とっても 基本的な 部分 な んです が 、

私 の 今 の 状況 を 知ら ない 方 も たくさん いる と 思う ので 、

え 、うた こさん 、今 アメリカ に もう 住んで る んでしょ ？ もう 住んで る のに 、なんで 永住権 、グリーンカード が 必要な の ？

もう グリーン カード 持って る んじゃ ない の ？

と 疑問 を 持たれる 方 も いる と 思います 。 その 点 に ついて なん です が 、

まず 私 は 夫 と 2人 家族 で 、うち の 夫 も 日本人 です 。

今 アメリカ に 住んで いる 経緯 は 、うち の 夫 が アメリカ の 就労 ビザ を 取得 しまして 、アメリカ で 働く ため の ビザ です ね 。

その 就労 ビザ の 下 、私 たち は アメリカ に 住む こと が できて います 。 就労 ビザ と いう の は 3 年 更新 で 、1 回 だけ 更新 が できます 。 な ので 合計 6 年 です ね 。

6年 以降 も アメリカ に 居続けたい 場合 は 、グリーンカード を 取得 する という 道 も あるんです が 、 就労 ビザ から グリーン カード を 取得 する に は 、本人 が 取得したい って 言っている だけ で はなくて 、雇用主 、夫 を 雇っている 会社 です ね 。 会社 側 が 、「よし 、この 人 は 会社 に とって 、そして アメリカ に とって 必要な 人間 だ 。 だから 永住 権 を 申請 しよう ！ 」って 決断 を して 、 会社 側 が 申請 する って いう 決まり に なっている んです 。 申請 する か どう か すら 、本人 の 一存 で は 決める こと が できない んです 。

永住権 、イコール ＝グリーンカード です ね 、グリーンカード の 申請 に は 申請の スポンサー と なる 会社側 に 費用面 の 負担 や 、書類 を 用意 したり する 労力面 の 負担 が 発生 する ので 、

会社 側 が 渋る こと も ある みたいで 、

就労 ビザ で アメリカ に いる 外国人みん な が みんな 、 グリーン カード を 申請 して もらえる と は 限らない ん です 。

そんな 中 、

うち の 旦那さん は 、就労ビザ で 働いてきた この 6年 ね 、職業 は 一緒です けど 雇用主 が 変わったり 、

なんか 色々 紆余曲折 は ありました が 、 現在 務めて いる 会社 が グリーン カード の 申請 を して くれる こと に なって 、去年 の 夏 に 申請 を スタート しました 。 申請 した なら いい じゃ ん ！ と 思わ れ がちな んです が 、

なかなか 色々 問題 と いう か ね 、色々 、あり まして 。

グリーン カード は 申請 後 、いくつか ステップ が あって 、実際 に 取得 する まで に 時間 が かかります 。 更に 、この 就労 ビザ から グリーンカード 申請 する 場合 は 、その プロセス の 進み 具合 を 会社 側 が コントロール できる ので 、会社 が わざと プロセス を ストップ させる とかって こと が あります 。 あまり 詳しく 話して も 、逆に わかり づらく なる と 思う ので あれ です けど 、

会社 側 と しては 、就労 ビザ で 雇っている 期間 内 は 、その 従業員 を ずっと キープ している こと が できる んです 。

で 、グリーン カード を 申請 した と しても 、会社 が 申請して あげている って いう 立場 な ので 、 いくつか の プロセス を 経て グリーン カード が 実際に 承認 される まで は 、その 従業員 、グリーン カード の 応募者 です ね 。 は 、ずっと 同じ その 会社 で 働き 続け なくて は ならない んです よ 。

転職 は 基本 でき ない で す 。

色々 条件 が 整えば できる の か な ？ いや 、でも そ したら グリーン カード の 申請 の 会社 名 が 変わっちゃう から ダメな の か な 。

ま 、とにかく 、転職 は できません 。 一方 、グリーン カード さえ 取得 して しまえば 、もう 晴れて 自由 の 身 です よ 。

もちろん 同じ 会社 で 働き 続けて も いい です し 、別の 会社 に 行き たければ 自由に 転職 する こと も 可能です 。

ビザ と いう 縛り が なくなる ので 、なんでも OK な んです よね 。

あと 就労 ビザ って 、自分 の 専門 の 分野 の 仕事 しか しちゃ いけ ない んです よ 。 例えば うち の 旦那さん は 学校 の 先生 です が 、就労ビザ で いる うち は 、例えば いきなり 寿司 レストラン の 寿司 を 握る シェフ を やる とか は できないです 。

そういう 職業 の 縛り も 就労 ビザ に は ある んです けど 、グリーン カード を 取得 すれば そういう の も なくなります 。 はい 、で 、現在 務めて いる 会社 が グリーンカード 申請 を スタート して くれた こと は 、して くれた んです が 、

その 意図的に ね 、プロセス を 進め ないって こと を やられてて 、 本来 であれば もう 色々 進んで いる はずな んです けど 、会社 側 が ストップ させて いて 、

理由 は 説明 した 通り 、スムーズに グリーン カード が 取得 できて しまえば 、自分 の 会社 から 離れて 転職 されて しまう 危険 が 高い から です 。 特に 、うち の 旦那さん は 学校 の 先生 で 、その 中 でも 特殊 学級 の 先生 を やって います 。 英語 で は special education って 言います ね 。 他の 職業 だ と どう か は わから ないで す けど 、 special education の 教師 って いう の は 、今 は カリフォルニア 、結構 どこ の 地域 も 人手 不足 な ので 、 転職 しよう と 思えば 、勤め先 は たくさん あって 、

転職 でき ない って こと は ない んです よ ね 。 勤め先 の 会社 と いう の は そういった 先生 の 派遣 会社 の ような ところ な んです けど 、学校 関係 専門 の リクルーター って いうんですかね 。 そういう 会社 な ので 、

夫 の ような 従業員 は 戦力 と いう か 、会社 の 収入源 です よね 、学校 に 先生 を 派遣して こそ 、利益 が 発生する ので 。

だから 、ギリギリ まで 、その 申請 の プロセス を 引っ張って 、他の 会社 とか に 転職 されない ように しようって いう のが 目的 です ね 。 そういう 駆け引き と いう か ね 、そういう の も あったり 、

あと は これ まで の 申請 と か に 不備 が あったり 、動き が 遅かったり して 、ちょっと 信用度 が 低い というか ね 、

もちろん 、夫 を 雇って くれて 、グリーン カード の スポンサー として 申請 も して くれて 、感謝 しています し 、 今 の 会社 が なければ 、もう アメリカ に は いられず 、今頃 日本 に いた かも しれない ので 、 感謝 は して いる んです が 、

でも なんか 、イライラ する という か 、「ちょっと どう なんって んの ？ 」って こと が 多い です 。 それ でも 、申請 は スタート して いる し 、辛抱強く 待って いれば 2 年 くらい で グリーン カード の 取得 できる ので は ない か 、と いう 感じ なんですけど ね 。

そう 、だから この 今回 当選 した グリーンカード 抽選 プログラム と は 全く 別の 関係ない 就労 ビザ ルート で 既に 、申請 は 動き出し はいます 。 伝わってます か ね ？ な ので 、現在 我々 夫婦 として は 、2 つ グリーンカード の 申請 が 2 つ 並行して 存在している 状態 なんです 。

この グリーン カード 抽選 プログラム に は アメリカ に 来た 1 年 目 から ずっと 応募 を して いて 、

もしかすると 夫 は もっと 前 から してた の か な 。

毎年 、結果 発表 の 時 は 夫婦 で ドキドキ しながら 結果 の 画面 を 確認 していた んです が 、

いつも 「残念 、あなた は 選ばれませんでした 」みたいな 同じ 画面 が 表示されて 、「あー 、やっぱり ダメだった か 。」 って 、やっぱり ね 、そう 運よく 当たる わけな いよ ね …

って 毎回 言って た んです 。

それ が ずっと 続いて いた ので 、去年 の 結果 を チェック する 時 も 、

「は いはい 、どうせ 落選 でしょ 。」 って クリック したら 、

「え 、ちょっと 、いつも と 違う 見た こと ない 画面 な んです けど ！ う ひゃー 、selected って 書いて ある ぅー ！ ひ ょ ー ！ 当たった ー ！ 」って なった わけです 。 で 、その 順番 待ち の 番号 が かなり 後ろ だった んです けど 、順番 が 回って きまして 、

それ でも 、ここ まで 来て も 、まだ 確実に グリーン カード 取得 できる と は 限ぎらない わけでして 、

書類 の 不備 と か 、なんらか の 理由 で 却下 さ れ る 可能性 だって ある し 、

まだ 確実 で は 全く ない んです けど 、

でも 、それ でも 、もしも スムーズに 進めば 、こっち の 当選 した グリーンカード 抽選 プログラム の 申請 の 方 が 、

会社 経由 の ね 、就労 ビザ 経由 の 申請 より も 先 に 承認 さ れ る ので は ない か な と 思って 動いて おります 。
