讲述 历史 上 的 经济 泡沫

包括 荷兰 的 郁金香 泡沫

英国 的 南海 股票 案

以及 庞氏 骗局 和 传销 等等

也许 有些 小朋友 会 说 这些 跟 我 都 没什么 关系

因为 我 既 不 买 花 也 不 买 股票

同时 也 不 参与 传销

不过 今天 我们 要 讨论 一个

跟 每 一个 人 都 息息相关 的 问题

那 就是 房地产 泡沫

我们 要 讲 一 讲 日本 的 房价 是 如何 崩盘 的

日本 人 如何 失去 了 二十年 的 时间

要 讲 日本 的 问题

我们 首先 还要 从 美国 讲 起

因为 日本 是 美国 的小弟 嘛 对 吧

我们 要 讲 一下 美国 的 经济 问题

以及 它 如何 影响 了 日本

首先 美国 在 一战 和 二战 结束 之后

它 其实 是 世界 上 最大 的 债权国

就是 别人 都 欠 美国 钱

它 是 世界 上 最大 的 债权国

首先 因为 一战 和 二战

这个 美国 都 没有 本土 受到 战争 的 波及

所以 它 的 工业 基础 没有 被 破坏 掉

同时 还 大量 的 出售 武器 赚 了 不少 钱

同时 在 1944 年 的 时候

美国 召集 一些 国家 开会

就 创造 了 一个 体系 叫 布雷顿 森林 体系

这个 布雷顿 森林 体系 确立 了 这样 的 一个 制度

就是 美元 跟 黄金 挂钩

你 拿着 美元 就 跟 拿着 黄金 一样

你 随时 可以 去 美国 把 美元 换 成 黄金

同时 其它 国家 的 货币 就 跟 美元 挂钩

所以 就 确立 了 美元 的 这个 霸主 地位

再 后来 美国 又 通过 这个 欧洲 复兴 计划

叫 马歇尔 计划

这个 马歇尔 计划 是 用来 遏制 苏联 的

对 欧洲 进行 了 很多 的 投资

在 这个 年代 美国 的 这个 美元 是 非常 强势 的

所有 的 人 都 要 用 美元 进行 国际 贸易

不过 很快 不 知道 因为 什么

美国 就 从 世界 上 最大 的 债权国

变成 了 世界 上 最大 的 债务国

直到 今天 美国 依然 是 世界 上 最大 的 债务国

它 欠 其它 国家 8 万亿 美元

那么 美国 变成 债务国 也 是 有 一些 原因 的

比如说 在 二战 之后

美国 又 参与 了 另外 一场 战争 就是 越战

越战 打 了 20 年

这个 越战 消耗 了 很多 的 美国 的 国力

让 美国 不能 自拔 国内 也 有 很多 的 问题

后来 在 1970 年代 又 出现 了 两次 石油 危机

都 是 由于 中东地区 的 战争 引起 的

那么 这 两次 石油 危机 造成 了 油价 的 飞涨

油价 涨 了 之后

美国 有 一些 原油 是 从 国外 进口 的

那么 油价 一旦 涨 了

美国 内部 就 会 出现 通货膨胀

它 的 经济 形势 就 不太 好 影响 了 它 的 制造业

那么 在 1973 年 的 时候

美国 有 一位 总统 名字 叫 尼克松

我们 对 尼克松 的 认识 可能 有 两件事 比较 深刻

第一件 事 就是 尼克松 访华

第二件 事 就是 尼克松 的 水门事件

但 尼克松 其实 还 干 了 一件 大事

就是 在 他 的 任期 里面

他 宣布 美元 不能 再 兑换 成 黄金 了

这个 汇率 要 开始 进行 浮动 了 汇率 浮动 了

也就是说 布雷顿 森林 体系 就 崩溃 了

当时 在 60 年代 的 时候

美元 还 可以 换成 黄金 的 时候

这个 法国 的 总统 戴高乐 就 说

我要 把 我 自己 手里 所有 的 美元 都 换成 黄金

结果 这 一笔 钱 不少

美国 人 没有 办法 只好 给 他 换 了

换 完 之后 发现 自己 的 黄金 储备 少 了 不少

那 以后 别人 再 管 他 要 他 就 没有 了

所以 他 只好 宣布 说 这个 汇率 是 可以 浮动 的

美国 在 强势 的 时候 你 可以 保证 这个 汇率 稳定

那 如果 你 的 经济 不行 的话

你 就 很 难 保证 美元 是 可以 换成 黄金 的 对 吧

那么 再 后来 在 1980 年代

那么 有 一位 新 的 美国 总统 上台 了

这个 总统 就是 在 历史上 赫赫有名 的 里根 总统

里根 总统 如果 你 不 知道

他 的 竞选 口号 你 肯定 知道

竞选 口号 叫做 “让 美国 再次 伟大 ”

为什么 咱们 都 说 这个 口号 有名 呢

因为 现在 特朗普 总统 也 用 这 口号 对 吧

他 说 要 让 美国 再次 伟大 起来 再次 伟大

但是 再次 伟大 你 采用 一个 什么样 的 措施 呢

在 他 的 任期 里面 就 采取 了 一大堆 的 贸易 措施

希望 美国 的 经济 能够 进行 复苏

美国 的 经济 到底 出 了 什么 问题 呢

首先 我们 从 两个 角度 来 考虑 这件 事

第一个 角度 就是 美国 对外贸易 这 一块

美国 在 80 年代 初期 出现 了 贸易 的 逆差

所谓 贸易 逆差 就是

你 从 国外 进口 的 东西 多

但是 你 出口 的 东西 少

所以 这样 一来 的话

你 就 会 出现 贸易 逆差

美国 每年 的 贸易 逆差

大概 有 1000 亿 美元 这么 多

1000 亿美元

直到 现在 美国 每年 还 都 有 贸易 逆差

而且 比 这个 数额 还要 大

这个 1000 亿 美元

大概 占 美国 的 国内 生产总值 的 2.7%

这个 比例 是 相当 高 的

很多 政府 是 受不了 这个 比例 的

所以 要 采取 这些 措施 去 降低 它 对 吧

而且 不仅仅 是 贸易逆差 一个 问题

美国 还 面临 一个 问题 就是 通货膨胀

通货膨胀 就是 物价 越来越 贵

为什么 会 通货膨胀 呢

刚才 我们 说 了

因为 这个 石油 危机

这个 石油 价格 疯涨 造成 能源 价格 涨

所以 它 其他 的 材料 价格 也 就 跟着 涨 通货膨胀

除此之外 还有 一个 失业率

美国 当年 这个 失业率 也 越来越 高

所以 这些 国内 的 问题 都 需要 进行 解决

那 怎么 进行 解决 呢

当时 美国 有 一个 财务 方面 的 官员

他 就 说 了 这么着 咱们 提高 利率

为什么 要 提高 利率 呢

因为 提高 利率 之后

大家 就 愿意 把 钱 存 到 银行 里面 了

这样 就 可以 控制 通货膨胀 对 吧

提高 利率 到 多少 大概 有 20% 这么 高

每年 你 的 这个 钱 可以 多 20%

这 已经 相当 高 了

那么 这么 高 的 利率 造成 了 什么样 的 结果 呢

你 想 你 这个 利息 高 别人 就 愿意 存钱 对 吧

包括 一些 外国 的 钱 也 愿意 存 到 美国

所以 很多 人 就 把 自己 的 货币 换成 了 美元

然后 存 到 美国 的 银行 里面 对 吧

这样 一来 就 造成 了 美元 非常 值钱

也 就是 美元 就 升值 了

美元 升值

这个 美元 升值 了 之后

你 在 美国 买 东西 是 要 花 美元 的

美元 升值 的 意思 就是 相比 于 其他 国家 的 产品

这个 美国 的 东西 贵 了 对 不 对

美国 的 东西 贵 了 的话

那 当然 竞争力 就 下降 了

所以 就 造成 了 什么

就 造成 了 贸易 的 逆差 进一步 的 扩大

所以 这样 一来

这样 就 出现 了 一个 矛盾 的 问题

你 为了 控制 通货膨胀 你 就 提高 利率

提高 利率 之后 美元 就 升值

一 升值 贸易 逆差 就 扩大

那 你 怎么 去 解决 这个 问题

现在 看起来 只 靠 美国 国内 的 政策 是 不行 了

必须 对 贸易 进行 下手 了

于是 美国 就 想到 了 它 的 一个 忠实 小弟 日本

就 从 日本 开始 开刀

那么 这 就是 著名 的 广场 协定 了

广场 协定 是 对 日本 的 房地产 崩盘 有 很大 的 责任 的

虽然 它 可能 并 不是 主要 的 原因

但是 它 也 是 一个 导火索

这个 广场 协定 是 怎么回事

我们 来 谈 一 谈 在 广场 协定 之前

日本 的 经济 情况

日本 在 1945 年 战败 的 时候 变成 了 一片 废墟

这个 国家 完全 是 从 一片 废墟 里面 重新 建立 起来

但是 日本 有 很 好 的 经济基础 和 科技基础 对 吧

它 的 人才 素质 比较 高

所以 日本 在 战后

经历 了 很 长时间 的 飞速 发展

最 重要 的 原因 当然 就 是 美国 的 扶持

美国 对于 日本 的 扶持 力度 是 很大 的

比如说 美国 向 日本 开放 自己 全部 的 市场

你 日本 的 东西 到 我 这 来

我 全都 不 加 关税

还有 就是 二战 的 战争 赔款

美国 人 说 我 也 不要 了

而且 我 还 让 其他 的 一些 人 也 都 不要 要 了

你 日本 你 就 发展 经济

这样 一来 你 就 可以 帮 我 遏制 苏联 对 吧

美国 还 帮助 日本 比如说 搞 奥运会

搞 一些 基础设施 建设

所以 日本 在 战后 30 年 的 时间 里面

经济 高速 发展

它 每年 的 GDP 增长 有 9% 这么 高

能够 这么 高 的 这个 经济 增长

持续 这么 长 的 时间

这 在 世界 历史 上 都 是 非常 少见 的

所以 日本 经历 了 很 短暂 的 时间

经济 就 完全 恢复 了

那么 到 了 1968 年 的 时候

日本 已经 超越 了 德国

成为 世界 第二 大 经济体

1968 年 的 时候 就 已经 是 世界 第二 大 经济体 了

所以 日本 的 恢复 速度 是 非常 快 的

而且 到 了 1980 年 的 时候

日本 不仅仅 从 经济总量 上 来看

是 世界 第二 大 经济体

而且 它 的 人均 GDP 也 已经 达到 了 1 万 美元

人均 GDP 达到 1 万 美元

那 已经 是 世界 一流 的 发达国家

所以 从此 日本 进入 了 发达国家 俱乐部 里面

日本 的 贸易 类型 主要 是 出口型 的 外向型 的

而且 它 的 第一 大 贸易 伙伴 很 显然 就是 美国

日本 的 贸易

有 40% 都 是 对 美国 的 贸易

在 日本 的 贸易 之中

它 主要 出口 的 产品 有 家电

比如说 日本 的 电器

在 80 年代 的 时候 那 是 非常 好 的

家电 还有 汽车

现在 日本 的 汽车产业 也 很 厉害

其实 还有 半导体 等等

半导体 比如说 计算机 芯片 这 日本 生产 不 出来

但是 除了 芯片 以外

其他 的 技术 日本 都 做 得 非常 好

那么 它 把 这些 产品 就 卖 给 了 美国

结果 就 造成 了 美国 的 贸易 逆差 非常 大

在 1985 年 的 时候

1985 年 的 时候 日本 对 美国 的 贸易顺差

已经 达到 了 462 亿 美元

也就是说 美国 一年 的 贸易逆差 有 1000 亿

其中 有 一半 都 是 日本 贡献 的

就是 美国 进口 了 很多 日本 的 产品

但是 日本 却 没有 进口 美国 同样 多 的 产品

所以 这样 一来 很多 钱 就 流 到 日本 去 了

我 记得 我 很 小 的 时候 看过 一部 电影

叫做 《 回到未来 》

就是 80 年代 的 一个 年轻人

回到 了 过去 20 年代 的 时候

然后 他 开 了 一辆 车 好像 是 日本 造 的

别人 就 说 你 看 这 车 坏 了

那 很 显然 就 因为 它 是 日本 造 的

结果 这个 小孩 就 说 了

所有 的 好 东西 都 是 日本 造 的

这 就 说明 在 那个 年代 里面

日本 的 产品 在 美国 实际上 是 非常 好 非常 流行 的

每年 被 日本 赚 过去 这么 多 钱

美国 人 心里 当然 很 不 舒服 了

一看 自己 的 小弟 长得 比 自己 还 大

怎么办 是 吧 想 了 一些 办法

比如说 通过 一些 贸易 争端 的 办法 争端

对 某 一些 日本 的 产品 征收 很 高 的 关税

比如 对 摩托车 征收 100% 的 关税

对 计算机 征收 100% 的 关税

限制 你 的 某些 东西 比如 轿车 的 出口

同时 还 强迫 你 必须 要 多 进口 美国 的 农产品

这 就 跟 我们 今天 美国 人 和 我们 做 的 贸易 争端 是 差不多 的

但 只不过 当时 他 是 对 自己 的 小弟 日本 开刀 的

但是 仅仅 是 这些 措施 其实 还 不够

所以 美国 人 最终 想到 了 一个 问题

为什么 日本 的 东西 这么 畅销 呢

就是 因为 日本 的 劳动力 价格 便宜

或者说 日本 的 东西 便宜

为什么 美国 的 东西 不 畅销 呢 因为 它 贵

所以 我们 如果 调整 日美 之间 的 货币 汇率 的话

才能 从根本上 解决 这个 贸易逆差 的 问题

所以 最终 美国 人 把 这个 矛头 指向 了 汇率 问题

在 这样 的 背景 下 广场 会议 就 召开 了

在 1985 年 9 月 22 号 的 时候

在 美国 纽约 广场 饭店

有 五个 发达国家 的 财政部长 或者 央行 行长

齐聚 一堂 来 开会

这 五个 发达国家 就是 美国 日本 英国 法国 和 西德

那么 这 五个 国家 的 会议 主要 议题

就是 如何 解决 美国 的 问题

最后 大家 这个 商量 出来 一个 结果

结果 就是 通过 共同 的 努力
